Nov 12, 2015(Nyamilepedia) — A team of regional leaders, comprising of IGAD heads of states and governments are preparing to hold a Summit in South Sudan’s capital, Juba, next week.

According to an invitation letter dispatched by the Ethiopian Prime Minister, Hailemariam Desalegn, the objective of the Summit will be to push Salva Kiir government and leaders of the Signatory Parties to openly declare the end of a civil war that has claimed over 50 thousands lives in less than two years.

“The objective of the Summit, among others, will be to encourage the Government of the Republic of South Sudan and other leaders of the Signatory Parties to the Agreement to declare officially and in public to their own people, the IGAD leaders and the international community at large that the tragic war which has led their country into the lose of tens of thousands of human lives and mass destruction is over”. Said the Prime Minister Hailemariam Desalegn.

Prime Minister Desalegn assures his colleagues that he consulted the incumbent President of South Sudan, Salva Kiir Mayardit, and pledged his supports for the initiative.

“The president fully supports the initiative and has assured us that the government of the Republic of South Sudan will host the Summit Meeting” part of the invitation letter reads.

Stuck between conflicting demands for peace in the country, President Salva Kiir called a no show to address the nation on Thursday.

According to insiders, President Salva Kiir was expected to officially revoke unconstitutional states that he attempted to create earlier last month as a compliance to the demand of the oppositions, IGAD and the international community.

In his invitation, Prime Minister Desalegn reiterates the event would be used to promote peace in South Sudan and to mobilize resources to address the dire need of the people of South Sudan and for the implementation of the Agreement.

“The Occasion will also provide an opportunity for the IGAD leaders and our IGAD-PLUS partners, together with the leaders and the people of South Sudan, to launch the peace building process in the Republic of South Sudan.” Said the Ethiopian Premier.

PM Desalegn calls on Sudanese President, Omar Hassan Al-Bashir, Ugandan President, Yoweri Museveni, Kenyan’s President Uhuru Kenyatta, Somalian President, Hassan Sheikh Mohaoud and Djibouti President, Ismail Omar Gulleh, to attend the Summit in persons.

In other reports, South Sudan’s warring parties await the summit with mixed feelings.

While Dr. Machar’s leadership has prepared a delegation of 500 members to sensitize and promote peace in the government held areas, Salva Kiir’s leadership is not ready to receive the delegation next week.

“Outcome of the Meeting of the Principal Signatory Parties to the Agreement on Planning Implementation of the Provisions in Chapter II of the Agreement (21 October – 3 November, 2015); this is to inform you [SPLM-IO and former detainees] that the Government of the Republic of South Sudan (GRSS) is yet to conclude preparations for the arrival of your respective advance teams by the middle of November 2015. Instead, we shall conclude all the necessary preparations by the 26th of November, 2015,” partly reads a letter signed by Michael Makuei Lueth, the Government spokesman, Minister of Information and acting Chief Negotiator.

Although the armed Opposition, SPLM/SPLA-IO, registers disappointment on the delayment of a visit that was expected to run alongside IGAD’s summit to promote peace in the country, it is yet to be confirmed if the Summit scheduling would be affected by abrupt decisions on both sides.
