UK Renews Sanctions and Asset Freeze on Gen. Paul Malong Awan and others

Jan 12, 2022 — The United Kingdom has renewed today, January 12, 2022, the South Sudan (Sanctions) (EU Exit) Regulations 2019 (S.I. 2019/438) which sanctions and orders asset freeze on senior officials that include Gen. Paul Malong Awan, Gen. James Koang Chuol Ranleey, Gen. Simon Gatwech Dual, Gen. Gabriel Jok Riak, Hon. Michael Makuei Lueth, Gen. Santino Deng Wol, Gen. Malek Rueben, among others.

According to the today’s Financial Sanction Implementation HM Treasure notice, the United Kingdom believes that such senior individuals are still a threat to peace in South Sudan and their financial assets must be frozen until further notice.

“The South Sudan (Sanctions) (EU Exit) Regulations 2019 (S.I. 2019/438) were made under the Sanctions and Anti-Money Laundering Act 2018 (the Sanctions Act) and provide for the freezing of funds and economic resources of certain persons, entities or bodies involved in actions, policies or activities which threaten the peace, stability and security of South Sudan or undermine efforts to resolve the political crisis and armed conflicts in South Sudan.” Read part of the sanctions notice.

“This notice is to issue a correction to 1 listing in the South Sudan regime. This amendment brings the Consolidated List entry into line with the UK Sanctions List. Notice summary” The report continued.

The notice singles out Gen. Paul Malong Awan, the leader of South Sudan United Front and the former Chief of Staff of the SPLA.

“The following entry has been amended and is still subject to an asset freeze: • Paul Malong Awon ANEI (Group ID: 13699)”

The U.K. recommends the following to be done:

“I. check whether you maintain any accounts or hold any funds or economic resources for the persons set out in the Annex to this Notice;

“II. freeze such accounts, and other funds or economic resources and any funds which are owned or controlled by persons set out in the Annex to the Notice;

“III. refrain from dealing with the funds or assets or making them available (directly or indirectly) to such persons unless licensed by the Office of Financial Sanctions;

“Iv. report any findings to OFSI, together with any additional information that would facilitate compliance with the Regulations;

“V. provide any information concerning the frozen assets of designated persons that OFSI may request. Information reported to OFSI may be passed on to other regulatory authorities or law enforcement.”

The U.K. also recommends “where a relevant institution has already reported details of accounts, other funds or economic resources held frozen for designated persons, they are not required to report these details again.”

The Britain also warns that “failure to comply with financial sanctions legislation or to seek to circumvent its provisions is a criminal offence.”

Germans newspapers they have factcheck, there are tabloids in Germany as well, but they try to factcheck the veracity of their stories>>>
