Mabior Garang: Creation of 28 States is Unilateral, Unconstitutional and mean to Derail Peace.

October 06, 2015v(Nyamilepedia)—The SPLM/A (IO) is being presented by our detractors and the enemies of peace as hypocrites following our denunciation of (the timing of) president kiir’s decision to create 28 states. The SPLM/A (IO) have indeed championed the cause of federalism and proposed the creation of 21 federal states during the IGAD plus led mediation in Addis Ababa.

The SPLM/A (IO); however, proposed this in the hope that all the stakeholders (including the Salva Kiir Administration) would have an opportunity to discuss (the proposal) through an inclusive process.

The unilateral decision by President Salva Kiir to create 28 states is not only unconstitutional, but also filthy politics. The objectives of this unilateral decision is to arouse tribal sentiments in the people of South Sudan, so that there can be a return of war. This would effectively cause the collapse of the IGAD Plus Agreement signed by the people of South Sudan on 17/08/2015 and by the Salva Kiir Administration on 26/08/2015.

The rancorous nature of this decision is demonstrated by the subversion of the legislative processes which the Minister of Information (of the Salva Kiir Administration) deemed as unnecessary in his statements. The fact that the Administration of Salva Salva Kiir has issued this order without consulting the people through their representatives (at the various state Assemblies and at the national level) should be further proof to the people of South Sudan that the Administration of Salva Kiir has usurped their power.

The SPLM/A (IO) calls on its members and to the people of South Sudan in general to remain composed in the face of this provocation. The focus of all peace loving people on all sides of the political divide should be on the implementation of the recently signed IGAD Agreement. This is just another attempt by (some elements in) the Salva Kiir Administration to derail peace agreement.

The SPLM/A (IO) calls on our partners in peace to reconsider this risky decision and return to the honest and unconditional implementation of the peace agreement. This is only thing that can bring our Republic back from the abyss.

Mabior is not a tribalist like you, for your information Mabior is not on the side of Nuers as you might foolishly have perceived to be the case, emphatically Mabior is on the right side of history of the people of South Sudan fighting for change in order to allow for a peaceful democratic tranformations of the country. Knowing you Jaang specially those in Jonglei, I am sure Mabior has no problem with Jaang tribal aspirations as much as you are.. unless it is destructive to a point of destroying the very nation the people including his father Dr Garang fought the Arab for during the good part of 21 years of North-South civil war. Unlike you Amen, Mabior has drawn a line between pursuing a destructive tribal agenda and that of a productive national agenda.

Indeed the SPLM-PAGAAK has already championed the idea of more states by tabling 21 as a suggestion that needed more consultations with proper legal procedures through parliament as demanded by the constitution prior to implementations.

What would one expect from an illegitimate primitive tribal chief who doesn’t even understand the magnitude and implications of his own signature as a legally binding commitment with legal consequences.

The world community have had enough of Juba and will in due time act drastically and firm as a coalition seeing through to it that the Kiir and JCE clearly undestate the dire consequences of dishonoringredients this CPA II agreement .

The Libyan or Iraqi scenerio is what will happen in South Sudan.

The council of Jaang Elders should not be surprised should their agent/poster child of tyranny be given a 24hrs ultimatum to leave Juba and or South Sudan altogether or prepare for war against the world coalitions.

Gaddafi of Lybia was found hiding in a sewage tunnel and killed.

Saddam of Iraq was found hiding in a shallow rabbit hole. He was later hung on a world wide televised media frenzy.

Any of the two predictable outcomes I mentioned above is justice delivered in the case of genocidal coward Kiir of South Sudan.

The good thing is change comes with new faces and a new way of doing things, Makuei should not fear changes its part of human evolution.Those with guilt concions knows what’s up and should simply planned for a self imposed exile until further notice. And who knows if the minister is one of those who probably offended Mabior in collaboration with those who murdered his daddy.

it is hard now to understand the demand of rebel camp. The rebel group wants former political detainees to be release was done,reunification of SPLM was also done,and creation of more states. Once,the President yield to their demand they complain more. i hope,the rebel leader is not illusive leader and there is someone behind who is pulling the string urging rebel leader to lick his own vomits. Or i, infers that,the rebel leader and his co run out of better ideas.
