Dear US Congress,
Oct 16, 2016(Nyamilepedia) —— We, the undersigned representatives of the South Sudanese Diaspora activists Civil Societies, and communities write to you in order to express our deepest concern for the ongoing crisis in South Sudan. We also write to you in order to provide some possible solutions to the suffering of the South Sudanese people. 36 months have passed since the conflict started in Juba, South Sudan. It is certain that the IGAD-led peace negotiation has not made any progress to bring the war to an end. Tens of thousands of innocent South Sudanese have been killed and over two million are displaced, with more than 100,000 IPDs living in dire conditions in UNMISS camps in Juba and around the country.
President Salva Kiir, on the other hand, whose term ends last July 2015, has continued to defy the International Community since the beginning of South Sudan civil war by attacking UN Camps in Jonglei on April 17, 2014, Malakal Feb 18, 2016 and by continuing to displace millions of civilians around the country and by destroying the August 17 2015 peace agreement this July, 8, 2016.

Salva Kiir’s actions will cause South Sudan to continue to spiral into devastating war with an unprecedented loss of lives. There is little doubt that this war will continue to intensify if the United States Government does not take a decisive leadership role to end the war in South Sudan. Some IGAD members, such as Uganda, are directly involved in the war in various capacities which makes it impossible for them to end the conflict in an effective way. Meanwhile the war in South Sudan has the potential to destabilize the entire East Africa region, which could present a potential security threat to the rest of the world.
The South Sudanese activists, faith-Base and communities will Rally on October 17 In Des Moines Iowa appealing to the US Congress and United Nations Security council to take the leading role Sanctioning South Sudan Government by freezing all the assets, embargo and to refer President Salva kiir to the International Criminal Court for Juba genocide of ethnic Nuer civilians on December 15 2013; the massacre of Nuer civilians at the UN camps in Jonglei State on April 2014; the attacks on Shilluk and Nuer civilians in the UN camps in Malakal February 18, Upper Nile state and continued killing, The continuing Massacred of West Bhar Gazal people in Wau began June 24, 2016, The targeting killing of Equatorians people daily the rape and displacement of Nuer civilians in Bentiu.The Unknown Gun Man terrorize the citizens in juba including activists, foreigners’ and Journalists We, therefore, recommend that the US make the following resolution
- Declare Salva Kiir illegitimate president for his role in the genocide of ethnic Nuer civilians in Juba and continued in other states as was former President of Ukraine Viktor Fedorovych Yanukovych for the killing of 200 citizens of his country.
- Ensure justice and accountability for the gross violations of human rights committed by Salva Kiir’s regime in order to end the culture of impunity in South Sudan.
Impose target sanctions on the government of South Sudan—including freeze all assets, Oil and Arms embargos.
- Implement the US Presidential Executive Order 13664 on South Sudan.
- Assist International Community to provide Humanitarian Assistance (health, education, food and shelter) to the war affected areas in South Sudan.
- Assist UNMISS to increase protection of displaced persons who are stranded in UN protective camps across the country.
South Sudanese Civil Societies in the United States of America are demonstrating in Des Moines Iowa in support for tough sanctions against the dictatorial regime in Juba.
