Why South Sudanese Should Reject the 32 States

July 13th 2018 (Nyamilepedia) – In the light of the disagreement sparked by president of the Republic of South Sudan, Salva Kiir Mayardit, insisting on the illegal thirty two (32) states in the country, below are the objectives behind the increases of the number of the states in the Republic of South Sudan in the first place.

First of all, the creation of the new states was a violation of the peace deal signed in August 2015 in order to end the civil war in the young nation. The agreement of August 2015 was based on the ten states

Secondly, the creation of the new states by President Salva Kiir was illegal and against the constitution of the Republic of South Sudan that allow the establishment of new states in conditions of a recommendation initiate by council of states. Moreover, there was never been a nationwide consultation regarding increasing the number of states nor proposals or deliberations whether at the level of the National Legislative Assembly (NLA) or the Council of States’ level. Furthermore, there was no involvement of a technical committee in conducting feasibility studies before the presidential order to create new states in the country.

The creation of the new states has been received by South Sudanese people as surprise move, as the president initially rejected the idea to create more states in the country during the two-years of peace negotiations in Addis Ababa with the opposition factions SPLM-IO before the signing of the ARCSS, despite earlier proposal by the SPLM-IO to create twenty one (21) federal states for the country. However, the East African regional bloc, IGAD, then persuaded the SPLM-IO to drop the proposal of creating more states, saying this will be collectively tackled later by all parties in the constitution making process.

It is not secret that the creation of the new states is beneficial to Dinka clan more than other tribes in the country, by grabbing other tribes’ lands.

The thirty two (32) unilateral created states by President Salva Kiir Mayardit gives the Dinka tribe in South Sudan political advantages and further would have other minority tribes in the country dominated by Dinkas.

By creating the thirty two (32) states, President Salva Kiir Myardit and the Jieng Council of Elders (JCE) annexed Malakal, Anakdiar, Dolieb Hills, Wau Shilluk, Adar of Mabaan, Guelguk and Mathiang of Gajaak, Raja of WBG, Pajut of Lou Nuer, Akobo Town of Lou Nuer, both Duk Deng and Kiier in Ayod county, Fangak Pom Zarep, Majiok Nyang, Ulang County of Gajiok Nuer, Kai Kaang and Nyang Malou’s territory of Bul Nuer, Kaljaak of Leek Nuer and Manga of Jikany Nuer, and more other lands were snatched by the president and JCE to Dinka clan.

President Salva Kiir Mayardit and the Jieng Council of Elders JCE, by the creation of these new states, are aimed to domestically and internationally blindfold the globe that Dinkas are majority in South Sudan, scattered all over states and therefore are existing whole over the majority of the counties.

By creating the new thirty two (32) states, the president of the Republic of South Sudan and the Jieng Council of Elders JCE created a condition in which Dinka dominate both Upper House and Lower House, as to pursue their tribal interests in Parliaments by majority votes.

By creating the new states, the president and the Jieng Council of Elders JCE aimed to create new reality on the ground, whereby Dinkas are living in the majority of the oil producing states and falsely claiming later that most of oil fields are located in the land, where Dinka tribe is living.
