July 31, 2016 (Nyamilepedia) — The Joint Monitoring and Evaluation Commission (JMEC) and international envoys on Sunday called on President Salva Kiir and his Chief of Staff, Gen. Paul Malong Awan, to stop pursuing the First Vice President, Dr. Riek Machar Teny.

The peace guarantors, who concluded their 3rd meeting in Khartoum-Sudan today, comprised of JMEC, Envoy of China, Norway, the United States and the European Union.

In conclusion they urged South Sudan warring parties to conduct a thorough investigation and punish those who instigated the ongoing conflict.

The envoys admit that time is running out and the young nation could slide into a deadly full-scale civil war any minute but the meetings derived no strong resolutions.

The communique resolves to address measures to improve the deteriorating humanitarian situation and also to prevent South Sudan economy from collapsing.

South Sudan conflict resumed in Juba on July 8th following a controversial shooting between the presidential guards at Salva Kiir’s presidential house, J1. The 3-hours shooting saw more than 300 people dead.

Subsequent full-day fighting in Juba on July 10th and 11th left more soldiers dead on both sides forcing Machar and his forces to pull out of the capital to avoid further confrontations.

President Salva Kiir, who is seen to be consolidating his powers, has unilaterally replaced Machar and ordered his chief of army to bring Machar back to Juba, dead or alive, to answer for charges against him.

Since July 12th, the First Vice President, Machar, who returned to Juba under duress in April, has gone into hiding but warns that his troops could take actions to overrun Juba if Kiir’s men continue to hunt him down.

Machar calls on the region and the international community to deploy a third party troop between his forces and those of his rival to prevent escalation of South Sudan conflict, however, President Salva Kiir has refused the proposal that has been endorsed by IGAD countries and African Union.

I personally disgrace the international organizations for the lose of lives in the recent war in July.
South Sudan’s Kiir and Paul Malong are both cows minded greedy individuals who are after wealth, acting on advise from the barbaric and illiterate jieng council of elder whose mentalities are close to the people of stone age period believing in war as recognition.
In separate note Malong wrote on juba monitor “Machar will never be in power as long as he is alive” on Juba monitor in early April before Machar’s arrival.
Leaving alone that, this same diplos (malong and kiir) intentionally engaged the army in attacking the opposition sites early last month and during that time, media reported their armies on photo graph with looted children bags from UNICEF office.
So by now I would expect something visible to have been done b’se the way I see South Sudan has low capacity to understand sanctions as they believe in action.
anyway, I would request the int’l organizations to use all skills if advises failed.

Apparently the leader of The Joint Monitoring and Evaluation Commission (JMEC)Chairman, Festus Mogae, is too in a some what on a self imposed exile due to instability with in the country and security concerns particularly in the capital Juba.
