IGAD told to review peace process before gov’t formation

February 2nd 2020 (Nyamilepedia) – The Intergovernmental Authority on Development has been urged to review the implementation of the revitalized peace agreement before South Sudan parties could form the transitional government of national unity.

The government and opposition groups – both are signatories to the 2018 peace agreement – are expected to form a unity government this month to revive calm in the war-torn country.

In a statement, the Center for Peace and Advocacy, a Juba-based civil society organization, urged the regional body to review the peace implementation before the formation of the revitalized peace agreement.

“Now that the 50th day of the 100 days’ extension has elapsed without anything done these include; determination of number of states and their internal boundaries and security arrangements, we call upon IGAD (guarantors) and the parties to undertake a mid-term review of the 1000 days’ extension to assess the status of the implementation of the pending critical pre-transitional tasks and to determine the way forward as stipulated in the 7th November 2019 Entebbe Tripartite Summit’s communique.

“This calls come after IGAD convene consultation meeting between parties in order to try to resolve the issue of the number of states and their boundaries, a pending critical task that mired the formation of a unity government since last year.

“CPA’s National Coordinator, Ter Manyang Gatwech is extremely concern about the unhurried verification of forces namely the SSPDF, SPLA IO and SSOA in the country. All citizens don’t know the statistics of all forces that could make up national army who will protect the nation.  However, CPA urged CTSAAMVM to make statistics of army so that the citizens will know their army. IGAD should not sit and just watch us where citizens are suffering in the country due to lack of political will among South Sudanese leaders in the country.

“IGAD should be held responsible for the failure of South Sudanese leaders due to deep interest on South Sudan instead to address the root cause one and for all. South Sudan has three layers (a), South Sudanese leaders, (b) IGAD and (C) International Community. All those folks groups has got a hand in South Sudan crisis. It’s time for our leaders to open their eye and see things far. Nobody will come from outside and address the solution to our problem in the country. South Sudan is a blessed country with gigantic resources in which every citizen can have a share in it.

“IGAD should be a key to a peace in country instead to promote their hidden agenda and develop a network of local peace building partners operating around South Sudan and resolve the conflict and create safer environment in South Sudan. Ordinary citizens want peace now!

“Riding a wave of optimism, South Sudan celebrated independence in July 2011, becoming the world’s youngest country. Yet since then, the country has spent more time at war than at peace.

“Three (3) years after South Sudan gained independence from the North, the youngest nation plunged into conflict claiming more than 400,000 lives and displacing more than 4 million South Sudanese[i] (1.83 Million internally displaced with about 182,000 staying in the UN protection of civilian sites (PoC), while further 2.33 Million live as refuges across neighboring Uganda, Kenya, Ethiopia, Sudan and Democratic Republic of Congo.
