Gov’t recruited 10,000 new fighters in Warrap in violation of peace deal – UN

November 27th 2019 (Nyamilepedia) – South Sudan government has recruited around 10,000 fighters since the signing of the revitalized peace agreement in September last, a United Nations panel of expert said in a report released Friday.

The report by the UN experts monitoring sanctions on South Sudan expresses concern over the slow implementation of the fragile deal signed in September 2018 to end five years of civil war that killed nearly 400,000 people.

The report says South Sudan’s government has shown little interest in abiding by the spirit of the agreement on security and other arrangements, putting the deal in peril and posing an “immediate threat” to the country´s fragile peace.

South Sudan government and opposition groups signed a revitalized version of a 2015 peace agreement last year to end the ongoing civil war. The parties – especially the government of president Salva Kiir – has been accused by the region and international community of lacking the political will needed to comply with terms of the agreement.

Based on the agreement, the parties are required to form unity government but after certain conditions set forth by the agreement such as the formation of a unified army, police and national security as well as the determination of the number and boundaries of states.

The UN report which also accused the parties of illegal trade of timber was followed by a United States decision to recall its ambassador to South Sudan saying it was re-examining its ties to then government of the world’s youngest nation.

The report said that South Sudan parties to the peace agreement have not demonstrated sufficient political will, trust and urgency to compromise on outstanding issues to facilitate the legitimate formation of the unity government.

It also accused South Sudan’s neighbor, Uganda, of violating the UN arms embargo imposed last year. It said Ugandan army has been deployed to the country’s Yei river state which it said had taken place in October 2019.
