CTSAMM REPORTS: Government Found Responsible For All Offensives In Unity State

Nov 7, 2016(Nyamilepedia) —— According to confidential investigative reports by the Ceasefire and Transitional Security Monitoring Mechanism (CTSAMM), signed by the Chairperson, Major General Molla Hailemariam, and addressed to the chairperson of the Joint Monitoring and Evaluation Commission(JMEC), Mr. Festus Mogae, the SPLA faction loyal to president Salva Kiir is responsible for the ongoing fighting in most parts of Unity state.

The report titled, CTSAMM Report 027 – Violation of the PCTSA near Bentiu Unity State,  and extended to Nyamilepedia Press clearly indicates that the government troops moved out from their positions in Nhialdiu on Sept 21-22nd and launched offensives on the armed opposition, SPLM/SPLA, near Rubkona County and Jazeera areas on September 25th.

The CTSAMM report number 027 states that the Government Forces advanced and took positions that had been occupied by the SPLA-IO for a long time and were known as SPLM/SPLA-IO territories.

“SPLM/A-IO positions along Pakur road along to Jezeera from Rubkona including Ding Ding, Dhorbor and Kaljaak were well-established, well-known to the Government forces and has been general acknowledged as being under control of the SPLM/A-IO.” CTSAMM Reports reads.

“In doing so [attacking] they were in clear violation of Permanent Cease and Transitional Security Arrangement (PCTSA).” the reports continued.

According to CTSAMM confidential reports, the government troops coordinated these attacks to gain more territories and to install newly appointed loyal commissioners, and as a result pushed SPLM/A-IO forces out of Kaljaak County.

“Information gathered by the MVT before and during two parities clashes, and from the Acting Bentiu Governor several days after they stated, indicated that fighting was the result of deliberate offensive by the Government forces to clear SPLA/M-IO forces out of Kaljaak County,” the reports continued.

“All evidence collected by the Monitoring and Verification Teams (MVT) suggests that the Government forces attack against the SPLM/A-IO positions were deliberately planned” CTSAMM reports.

The investigative report further confirms earlier reports by SPLM/SPLA-IO Commissioner, Peter Lok Tang, who advised the INGOs to evacuate areas around Jezeera as the oppositions were anticipating coordinated attacks on their positions by troops loyal to Salva Kiir and Taban Deng Gai, the renegade SPLM/SPLA-IO former Chief Negotiator.

According to CTSAMM, the overall situation in Bentiu area had been relatively calm since the formation of the TGNU, and during and after the fighting that took place in Juba in July.

Both sides declared their intention to maintain the peace agreement, however, there was fighting in Southern Unity state as the government was trying to sneak in newly appointed commissioners of newly created counties.

The government did not openly declare a war but it became apparent that government authorities wanted government commissioners in the headquarters of the newly created counties of the newly-created Northern Liech State and the Commissioner appointed to Jazeera in Kaljaak County to mobilize 2-300 youths from the Nhialdiu area as a preliminary move to push their way into the new counties to set up their administrations.

This was a direct response to orders from president Salva Kiir that all the governors and commissioners must go to their states and counties to set up their governments or else their appointments would be declared invalid.

According to CTSAMM Confidential, a few days prior to the fighting in Jazeera area, a delegation from the controversial First Vice President, Taban Deng Gai, had been in the area which culminated into a joint rally with the acting Governor of what is known as Northern Liech State, John Joal, on September 19th.

CTSAMM noted that on September 21-22nd, Government forces evacuated Nhialdiu. No reason was given.

The SPLM/A-IO Commissioner, Peter Lok Tang, advised INGOs to leave as he stated he had creditable information that Government forces were preparing to attack the Jazeera area.

Starting on Sept 25th, government-aligned youth supported by heavily equipped government forces started attacking SPLA-IO positions in the Jazeera areas.

Initial reports indicate that the SPLA-IO repulsed the attacks on Dingding but later reports on Sept 27th indicate that the government forces were in control of both Jazeera and Kaljaak while pushing on to capture Buaw areas in Koch counties.

Contacted by CTSAMM, the acting governor of yet to be established Northern Liech State, confirmed to the MVC that they were pursuing the SPLM/A-IO commissioner, Peter Lok Tang, to embrace Peace under Taban Deng Gai.

“All the evidences collected by the MVC suggests that the government forces attacks against the SPLM/A-IO positions were deliberately planned” Reads part of CTSAMM investigative reports.

“It is assessment of the JTC that Government forces prosecuted deliberate operation to eject SPLM/A-IO forces from the Jezeera area in Kaljaak County.” CTSAMM reports continues.

According to CTSAMM, the political situation in Unity State has been made complex following the event of July, but this does not alter the fact that Government forces took deliberate aggressive actions against SPLM/A-IO forces.

“It is opinion of the JTC that in attacking SPLM/A-IO forces in Kaljaak County by the Government Forces were clear violations of article 1.7 of the PTCSA, particularly; Article 1.1 of the COHA  which reads “The parties hereby agree to cease all military actions aimed at each other’s….”
