Controversial “National Dialogue” demands return to 32 States

Nov 16, 2020(Nyamilepedia) — South Sudan’s controversial “national dialogue”, a political framework that was established by President Salva Kiir in 2016, has concluded its 2-week conference with a demand to return to the recently abrogated 32 states.

Reading out the resolution of the dialogue on Monday, a Rapporteur of the National Dialogue steering committee, Abraham Awolich, said the South Sudan National Dialogue Conference resolved to adopt Federalism but under 32 plus States.

“The Conference endorsed the establishment of 32 plus states based on the following criteria; population, territoriality, economic viability, and, skilled personnel.” Abraham Awolich said.

“The South Sudan National Dialogue Conference resolves to adopt a two-tiered federal structure of governance consisting of federal and state levels of government, and to adopt a mixed federal system,” He added. 

According to Awolich, the conference also resolved that the state government shall have administrative and political autonomy from the federal government.

“The Conference further resolved that state governments shall have administrative and political autonomy from the federal government, have the same corresponding branches of government as federal government namely, the executive, legislative and judicial structures, have the competence to create local government structures with the approval of the Senate in a manner consistent with the Local Government Act, 2009.” Awolich read out.

The National Dialogue conference also agreed on a presidential term limit of upto two terms in a system where a presiddent shall be deputized by two deputies.

According to the steering committee, the participants agreed that each term shall be of 5 years.

Among other resolutions, the National Dialogue Committee agreed that the national capital shall be relocated from Juba to Ramciel, Lake State.

The National Dialogue will began on November 3 will be closed tomorrow, November 17 by President Salva Kiir and other senior officials.
