August 27, 2016(Nyamilepedia) —– Western Bahr El Ghazal State (WBGS) community in general, and in diaspora in particular, is astonished by the news that, instead of implementing the Agreement on the Resolution of the Conflict in the Republic of South Sudan ARCISS, South Sudan’s President Salva Kiir Mayardit has recently approved governor Andrea Mayar Achor’s move to initiate and form committee seeking peace talks with armed opposition around the capital of WBGS, Wau.
The move by the governor Andrea Mayar Achor is aiming to sabotage the unity of the SPLA-IO and further undermines the ARCISS. We as WBGS community strongly dismiss the move by the governor Andrea Mayar to seek another agreement apart of the ARCISS. The WBGS community stands in unity for refusal of the initiative, and would further confirm our earlier position and announce that the forces, which are been fighting the government troops in the WBGS, are part and representatives of the SPLA- IO in the WBGS.

As other communities in the South Sudan, after the signing of Comprehensive Peace Agreement CPA on January 9, 2005, the Feritit community in the WBGS has trusted its government led by President Salva Kiir Mayardit and hope for peaceful coexisting in the state. However, Salva Kiir’s regime has embarked on marginalization of the Feritit community, denying them the right to live in their own land peacefully. The leadership of the SPLA-IO under Dr. Riek Machar Teny has announced earlier that they have forces operating in the Western Bahr El Ghazal State WBGS. Furthermore, the leadership of the armed opposition in the WBGS, the group which has been involved in the deadly clashes with the government forces in both Wau and Raja areas, have earlier confirmed their loyalty to the leadership of the SPLA-IO and its Commander in Chief Dr. Riek Machar Teny. The armed forces in and around Wau and Raja city are part of the SPLA-IO forces that the government already have negotiated with, and the negotiation later produced the ARCISS.

After the signing of the ARCISS, both the SPLA-IO and the government representatives were tasked by the IGAD mediator to declare their forces in line with the provisions of the ARCISS, especially Chapter 2.2 of the permanent ceasefire and transitional security arrangement, which illustrated that ” warring parties agree that the forces that shall be cantoned shall be those forces previously in combat in Juba, Jonglei, Unity, and Upper Nile States, and any other forces related to the conflict in other areas that are declared by the warring Parties during the Permanent Ceasefire Arrangements Workshop” In which the leaders of the SPLA-IO have declared their forces to the government, during the two workshops in Addis Ababa, where the SPLA-IO have confirmed that their forces also are present in the Western Bahr El Gazal State WBGS.
We call on the regime in Juba to fully implement the ARCISS instead of initiating other unnecessary agreements in the Republic of South Sudan.
