April 16, 2016(Nyamilepedia) —- South Sudan’s army opposition, SPLM/SPLA-IO, plans to send its Chief of General Staff, 1st. Gen. Simon Gatwech Dual, and more officers to Juba to participate in the reception and inauguration of the First Vice President, Dr. Riek Machar Teny.
According to Dickson Gatluak Jock, who speaks on behave of SPLA-IO, Dr. Machar would still arrive on Monday as scheduled but he Chief of General Staff and other officers will arrive in Juba ahead of Machar’s landing.
“SPLM/SPLA will be sending 1st. Lt. Gen. Simon Gatwech Dual to Juba ahead of Dr.Machar with other high ranking military officers from Pagak as well as non commission officers or NCOs.” Dickson states.
“The top military leader is going to participate in swearing in ceremony on Monday.” he adds.
Gatluak reiterates the armed opposition strongly condemns militarization of the capital ahead of Machar’s arrival.
“The SPLA/ IO strongly condemn this new militarization and recent clashes in Unity state from the government allied militias under command of Gen Mathew Pul Jang.”He said.

As required in the Compromised Peace Agreement(CPA-II), Juba was to be militarized within the first 90 days, however, SPLA-IO believes that no proper militarization has been conducted. Instead, IO accused the government of having sneaked in a newly trained battalion of militia from Malong’s hometown.
Gatluak reiterates that Gen. Paul Malong, the Chief of General Staff of SPLA-IG, must cease violation of peace agreement and must stop attacking SPLA/SPLM cantonment sites in Western Equatoria and Western Bhar el Ghazal.
“SPLA/IO calls for Gen. Malong to cease violations of the agreement and continuation of attacks on our defensive position in Western Bhar el Ghazal and Western Equartoria and respect the Agreement on the Resolution of the Conflict in South Sudan (ARCISS).” Gatluak said.
