South Sudan: Salva Kiir’s Next Plans To Consolidate Powers And Scrap The Peace Agreement
July 29, 2016(Nyamilepedia) —— After a controversial appointment of Taban Deng Gai, which threatens peace agreement, Salva Kiir government has now prepared a budget for Gai to invest in buying diplomatic and military loyalty from exiled and current generals of SPLA-IO as well as Machar’s friends in the region.
While Taban is fighting hard to replace Dr. Riek Machar as the First Vice President, he faces major challenges and one being lack of military support.
On Monday this week, general Taban and his two other colleagues visited Festus Mogae, the Chairman of Joint Monitoring and Evaluation Commission (JMEC) to convince him of why the International community should endorse his appointment.
According to insiders, who spoke to our editorial team, Taban was asked two questions: one, whether his appointment is fully supported by the SPLM-IO and two, whether or not he has the full support of military generals of SPLA-IO.
In response, Taban said he was popularly nominated by the SPLM-IO political bureau and therefore his appointment is legal and legitimate.
On the side of army, Taban said he controls the whole army of SPLA-IO except the few that “were chased out of Juba” but promised Mogae that he is doing arrangement to go and brief the military generals in the field.
Taban needed the support of JMEC, however, president Mogae doubts if Taban’s claims are true.
Speaking to BBC yesterday, Mogae had this to say when he was asked whether Taban controls the army of SPLA-IO or not:
“We are receiving contradictory indications. He himself told me because I met him on Monday with two of his colleagues. They assured me that we have to defend them. They even claimed that they have the support of the majority of the general but still they are taking actions for initiatives to brief many of their generals, explaining their position to them” he continued.
“If he does have the support of the majority of his generals because that is the problem in South Suan. It is he who carries the gun, not he who says the most reasonable position” Mogae said.

With this dim green light, Taban and President Salva Kiir called the Council of Ministers to explain the outcome of the meeting with JMEC chairman. As a result, the council unanimously agreed that Taban must be supported with both resources and diplomatic face to help him reach out to some SPLA-IO and the international community.
Announced today on SSTV by the 2nd Vice President, James Wani Igga, Taban and other diplomats appointed by president Salva Kiir will be sent to Khartoum, other neighboring countries and also to New York.
“One of these measures is delegating comrade Taban and members of the Team which shall be appointed by the president to the neighboring countries and this is going to include Khartoum, Khartoum is going to be number one” Wani.
It is hoped that such diplomatic tours will decampaign Dr. Riek Machar Teny and disconnect him from some of his allies, supporters and sympathizers in search of peace and security under Salva Kiir’s rule.
Although Taban claims to be the chairman and commander-in-chief of SPLM/SPLA-IO, he has unconditionally accepted proposals such as “one army”, “no foreign force intervention” and “28 states”- each of which is a big blow to the Agreement on Resolutions of the Conflict in South Sudan(ARCISS)
In a wake of time, Gai’s SPLM/SPLA-IO will eventually disappear in a similar passion to Lul Ruai Kong’s paper based political and military wing.
