Dr. Machar Grooms Up His Camp In Readiness To Return To Juba!

Nov 7, 2015(Nyamiledia) —- Despite skewed compromised agreements on Security arrangement and governance, Dr. Riek Machar Teny, the former Vice President is ready to return to Juba, a city he lately known as a “death ground”.

Machar is ready to take chances, however, not with his generals and senior politicians who have remained loyal and committed to the cause for the last 23 months.

Within the last four months, Machar reshuffled his army, promoted many senior military generals, included senior generals in the peace negotiation and led a huge delegation, comprising of many intellectuals, youth and security staffs to the United States.

On his return from USA, Machar held media briefings in Addis Ababa, recommended the signing of security arrangement and proceeded to Pagak to hold the 5th Consultative Conference with the National Liberation Council and senior generals.

The newly promoted military generals and the army have today received their new ranks and uniforms in Pagak as many senior officials are expected to take new roles in the upcoming Transitional Government of National Unity.

In September, Machar promoted his Chief of General Staff, Maj.Gen. Simon Gatwech Dual to rank of First Lieutenant General. His deputy chiefs of staff and other senior generals were also promoted from the rank of major general to lieutenant generals, among others.

According to James Gatdet Dak, the spokesperson of SPLM/SPLA chairman, the National Liberation Council (NLC) of the armed opposition has agreed to send their delegation to Juba next week as a good-will gesture toward the implementation of the peace deal.

Gatdet explains that SPLM/SPLA leadership will dispatch a team of 500 senior cadres to Juba to disseminate the agreement in advance before the full establishment of the Transition Government of National Unity.

“National Liberation Council (NLC) of the SPLM/SPLA (IO) has resolved to dispatch to Juba an advance team of 500 cadres to be led by senior officials. Our leadership is committed to the full implementation of the peace agreement. The government should reciprocate.” Gatdet said in a report extended to Nyamilepedia.

The delegation, which will be led by senior officials of SPLM/SPLA-IO, is expected to travel to all ten states in the country to sale the peace agreement, build trust, confident and initiate the process of reconciliation and national healing.

Gatdet reiterates that the chairman of the armed opposition and other senior cadres will return to Juba after all the huddles have been removed and the new transitional government is formed.

“A transitional government of national unity is expected to be formed between 15 December 2015 and15 January 2016, depending on the progress made in the initial phases of the implementation. Our chairman and the rest of the leadership will return to Juba to form a new coalition government with president Kiir when other political, security and logistical challenges are resolved in accordance with the peace agreement.” Gatdet said.

The 5th conference, which was attended by over 80 senior generals and politicians has strongly condemned Salva Kiir’s attempt to create 28 states citing that the president lacks such powers to create states after he signed the peace agreement in August this year.

“In its 2nd meeting held in Pagak on 5th November 2015, the National Liberation Councils  passed a resolution rejecting the President Order. The meeting calls on President Kiir and his government to revoke the Order so as to save the agreement.” Machar said on Thursday.

The meeting calls on IGAD and international partners to pressure Salva Kiir to revoke an order they believe is unconstitutional and anti-peace agreement.

“After the ratification of the agreement by the National Legislature and the SPLM/SPLA National Liberation Council on 9th September 2015 respectively, none of these institution has competence to legislate or amend the constitution in matters affecting the peace agreement.” Machar explains.

According to Dr. Machar, only the National Constitution Amendment Committee will initiate amendments within the framework of the agreement as outlined in Article 13.1 and 13.4 of Chapter I.

Their so-called Dinka cattle’s Camps are better than that,while Dinka never received anything from government,but only few who are in the government.Dinka is the best and not easy to defeat. Nobody can even drink a Gallon of oil. They should find jobs,get education and pay a visit to oil’s producing countries.
