March 6, 2025 — Salva Kiir Mayardit has used deception, trickery, and conspiracy to confuse, divide and rule  the South Sudanese people since becoming SPLM chairman in 2005. In 2025, Kiir is still  using the long-expired mandate of the 2010 election he conducted with Omar Al-Bashir to  justify his never-ending Presidency. The South Sudanese people should know that Salva Kiir  has no intention of ever taking the country to election and will continue to extend his rule  together with Dr. Riek Machar beyond 2030. The only option left for the South Sudanese  people is armed resistance against the current dictatorship in our country. 

Salva Kiir has no succession plan 

The emergence of Benjamin Bol Mel is another elaborate trick by Salva Kiir to prolong his  stay in power, Kiir has no intention of ever handing power over to Bol Mel. He is using him to  funnel money from the government to himself through his ARC Road Projects. Kiir is the  true owner of ARC company and Benjamin Bol Mel only serves as a proxy to shield Kiir from  blame and corruption accusation. 

Benjamin Bol Mel was only appointed as Vice President of Economy Cluster to sidetrack  the South Sudanese people by creating a succession narrative and to give him credibility in  his attempts to defraud investors and the Emirati government to buy South Sudanese crude  in advance.  

Kiir and Bol Mel had failed to secure any investments during the last trip to UAE and Kiir  decided when he came back to Juba to kill two birds with one stone, by appointing  Benjamin Bol as Vice President he can hoodwink the South Sudanese people that he is preparing him to take over as President and people should be patient with him as he is sick  and almost dying; and also enable Benjamin Bol to easily raise funds abroad using his  senior position and the eminence of the position to borrow funds for the two of them.  

Dead R-ARCSS 

February 22nd marked the official beginning of the 5th Extension of the (R-ARCSS), Salva Kiir  is completely unwilling to implement the agreement and Dr. Riek Machar whose presence  in Juba is a negotiated surrender lacks any leverage on Kiir and is not a peace partner but a  political hostage (literal and figurative) being used by Kiir to prop up a failed agreement.

Legacy of Salva Kiir  

No leader has ever been given so much at independence and done so little during his reign,  Salva Kiir instead chose to create a mafia patronage state by encouraging tribal divisions  and corruption through his leadership style of conspiracy-gossip, blackmail, envy and  paranoia. The following 9 achievements are the legacy of Salva Kiir;  

  1. Massive Corruption and Looting: The South Sudanese Government has received  over 72 billion dollars in oil revenue since 2005 which has been diverted into the  pockets of Salva Kiir and the SPLM leaders. In February 2025, Transparency  

International named South Sudan as the most corrupt country in the whole world.  2. No Infrastructure has been built by Salva Kiir: South Sudan has less than 500km of  roads in the whole country. Despite since 2020, ARC being awarded over 54 crude  

oil cargoes of 600,000 barrels each valued at an average $50million for a total of  $2.7 billion.  

  1. 15 Months of civil servants and armed forces not being paid their meagre salaries  and massive inflation which has made the cost of consumer goods unaffordable to  all South Sudanese.  
  2. Over 400,000 direct deaths: During his two wars of 2013 and 2016 with his  

brother  Dr. Riek Machar.  

  1. Endemic and Universal poverty: 90% of South Sudanese are living in absolute  poverty of less than a dollar a day and cannot afford basic food needs as per the  United Nations.  
  2. Communal Violence: In 2024 according to the UN 1,566 South Sudanese were killed  due to communal violence. 
  3. Education: 3 out of 5 school age children or almost 3 million children are not in  school due to poverty, long distance to schools, no salaries for teachers and lack of  security South Sudan has one of the highest adult illiteracy rates at 76%.  
  4. No Health Facilities: 1 in every 10 South Sudanese children die before their 5th birthday due to non-existent health facilities AC
  5. Tribal Hatred and Division: Salva Kiir and Riek Machar used tribalism to divide the  South Sudanese people and prolong their stay in power.  

Armed Resistance  

The Joint Command Council sees as the only solution waging a popular revolutionary  armed resistance against the Juba regime. This is the only path that can be used to counter  the regime strategies for authoritarian consolidation and survival. Our movement strategy  will revolve around decentralized and leaderless networks through the use of guerilla

warfare in the urban areas, civil resistance and digital communication to mobilize mass  protests.  

We believe that our civil population in the rural areas have suffered enough, and it is time to  bring armed resistance to the urban areas beginning with Juba as the headquarters of the  regime. Urban areas which are also densely populated will allow us the best strategies to  evade the regime state security forces. As thus we will target the regime’s military and  bureaucratic facilities as well as planned assassinations of some of the top leadership.  

We will also target the oil facilities in Unity State and Upper Nile as the revenue from the oil  is being used by Salva Kiir and his business partner Benjamin Bol Mel to perpetuate and  lubricate their mafia state at the expense of all South Sudanese.  

We will also work with the South Sudanese population to mount a civil resistance through  strikes especially by workers in the oilfield, Nile Petroleum staff and civil disobedience by  government employees who have not been paid for 15 months.  

Way forward into the future of South Sudan.  

The Joint Command Council proposed the following three steps as the way forward as the  end game for Salva Kiir’s Dictatorship and a path to transition to democracy, good  governance and prosperity:  

  1. Immediate implementation of South Sudan National Dialogue Final Report of  December 2020: Salva Kiir launched the National Dialogue in Dec 2016 and after 4  years of consultation by the Steering Committee with the South Sudanese; The first  recommendation by the people of South Sudan was for Salva Kiir Mayardit and Dr.  Riek Machar to resign and step aside from leadership as they have failed  

comprehensively.  

  1. Formation of a Transitional Sovereign Council: President Kiir, Dr. Riek Machar and  the other four Vice President to become the Transitional Sovereign Council with:  South Sudan Transitional Sovereign Council:  
  2. i) Chairman – Salva Kiir Mayardit 
  3. ii) First Deputy Chairman – Dr. Riek Machar 

iii) Deputy Chairman – Benjamin Bol Mel 

  1. iv) Deputy Chairman – Rebecca Nyandeng Garang 
  2. v) Deputy Chairman – Taban Deng Gai 
  3. vi) Deputy Chairman – Josephine Lagu

MANIFESTO 

The TSC shall only be heads of state and shall not have executive power over the  government. Their roles will be mostly symbolic and ceremonial. However, they will be  provided with a monthly budget to maintain their offices. The budget will be set aside from  

one monthly cargo produced from Dar Blend which is estimated at $50 million Dollars.  Kiir’s office to received $20m, Dr. Riek Machar to receive $11m, Benjamin Bol Mel to receive  $10m and the rest of the Vice Presidents to get $3m each.  

  1. A New Civilian Executive Prime Minister to be elected by secret voting by the original  210 Members of Parliament that were elected in 2010 election excluding any MPs  that have died since then. The mandate of the new Prime Minister shall be: 
  • To draft a people centric constitution and; 
  • prepare the country for elections; by conducting an urgent population  

census and asking donors to fund the election commission. The elections  

shall be monitored by UN forces hence eliminating the need to unify forces  

at this stage. 

In the meantime, we begin the struggle to free our dear country from such a terrible  dictatorship.
