South Sudan Government Prevents Humanitarian Access To SPLM/SPLA Controlled Areas

Screen Shot 2015-07-30 at 7.14.11 AMJuly 30,2015(Nyamilepedia) —The recently established Relief Organization for South Sudan, which operates in the rebel held areas, accused Juba of preventing humanitarian access to deliver food and services to IDPs in Upper Nile State.

According to Puoch Riek Deng, the Public Relations Officer for Relief Organization for South Sudan [ROSS], the government has denied access to humanitarian barges and planes to deliver the direly needed humanitarian aid in Fashoda, Adar and Sobat States.

“On behalf of the Humanitarian National Committee and the Relief Organisation for South Sudan (ROSS), I would like to bring to the attention of the international humanitarian agencies, donor community, IGAD countries, the peace loving people of South Sudan that the Juba based regime has been disrupting the humanitarian operations for the last two months by denying humanitarian barges and planes to deliver humanitarian services such as food and health services to the SPLM/A-IO controlled areas and particularly Upper Nile State( Fashoda, Adar and Sobat States respectively).” Pouch said.

The public relations officer believes that the regime has violated section 4.1, 4.2, 4.4 and 4.6 of Cessation of Hostility Agreement on Humanitarian Access which was signed by the two warring parties in January 2014.

“The regime must respect and abide with the terms of COH agreement on Humanitarian Access to the most affected areas. The IDPs have been put into dire situation by the action of the regime” He said.

Although the agreement has been violated several times, the two parties give reasonable considerations to Humanitarian access in the country.

The ROSS leadership condemns in the strongest term possible the “desperate attempt by the Juba base regime to use humanitarian aid delivery and services as weapon against the suffering people of South Sudan.”

The relief organization affirms their commitment to facilitate free delivery of humanitarian assistance to the affected areas.

“Our objective as SPLM/A-IO, ROSS, is to facilitate the free delivery and unhinderance access of the humanitarian assistants to the IDPs as a matter of saving lives at risk.” part of the ROSS statement reads.

The organization calls on the International communities, humanitarian agencies and the donors community to use any pressure in their disposal to ensure that the humanitarian aid and relief assistant reach the most vulnerable groups in the war-torn South Sudan.

South Sudan returned to violence in December 2013. Tens of thousands have been killed, two millions displaced and nearly forty percent of the population survives on humanitarian assistance.

They are stranded civilians not soldiers, they deserve support from the government not punishment. If no helping hand is given to them, they better join the opposition.

The rebels are using the Nile to attack Government forces, I think the SPLA are right to stop the Nile Transport as it will confuse the army, Rebels have their own barges which they some times claim to be for Humanitarian aid and lastly ended in attacking Government forces. So I think the Civilians in Rebel held areas should come out and settle in Government controlled areas. The Government of South Sudan is patient because even during the war of Sudan and South Sudan, I never see in any way Humanitarian Aid coming from Khartoum to Areas controlled by SPLA and I never see planes taking off from Khartoum to rebel controlled South.

Some of these Humanitarian aid will even go directly to the rebel hands, currently rebels are starving seriously, no food, no medication etc, let them suffer because they never know the impact of useless rebellion, Some of the Equatorians SPLA captured by Olony and Managed to re-unite with their SPLA main stream said rebels are really suffering, no food, no medicins, dying almost on daily bases. See now, suffering simply for Riek to reclaim his former position of Vice President, these fighters from the rebels side will end up loosers in this sensless war. Leave Riek alone if he can manage to fight by himself.
