South Sudan: Salva Kiir Issues An Amnestied Decree In Attempt To Restore Peace!

Feb 24, 2015(Nyamilepedia) — The incumbent president of the war-torn South Sudan, Gen. Salva Kiir Mayardit, has issued an amnesty to all his colleagues in exile, the SPLM Leaders, and all the anti-government forces within the country under the leadership of his former Vice President, Dr. Riek Machar Teny.

According to a republican decree, read on South Sudan Television, President Salva Kiir calls on his former vice President, Dr. Riek Machar Teny, to accept this amnesty and return back the national army that defected his leadership in December, 2013.

The president believes that this “blanket amnesty” is in accordance with the Arusha SPLM Party Reunification Agreement and should be respected by all parties.

Although the amnesty neither entails solving the root causes of the conflict nor justice and accountability, Mr. Kiir believes that the republican decrees must be accepted as a good will gesture for peace and reconciliation.

The president, whose term expires in four months, calls on the former detainees, the SPLM-Uhuru, to return home from exile, and resume political posts under his leadership.

While in Nairobi, Kenya, Salva Kiir met the politicians, who have been evicted from the country and SPLM party on allegations that they have attempted a military coup to overthrow the president.

Part of the deal signed in Addis Ababa, Ethiopia, expect Salva Kiir to revoke some of his previous decrees to restore the ruling party and reinstate the SPLM cadres in all the three SPLM major factions.

The president further urges the white army, and all other armed groups, who have taken up arms to put down their guns and return home.

While thousands killed, hundreds of thousands internally displaced, over one million people displaced to the neighboring countries, more than half of the population relies on humanitarian assistance.

An IGAD led peace talks in the neighboring Ethiopia has changed phases with numerous suggestions, threats and impositions, however, hopes of restoring peace through Adis Ababa are fading.

The two sides in the conflict have continued battling for control of oil fields and major towns in the country with little success. While the opposition hangs on control of oil fields in Unity State, Juba invests intensively to ensure that the oil fields in Upper Nile state continue to operate.

South Sudan, which gained her independent in 2011, has topped the world ranking of most volatile states, and dominates the list of most corrupt and fail states.

President Salva Kiir, who locked himself in-doors while writing the decree, has failed to attend the TROIKA sponsored, IGAD led, peace talks in the Addis Ababa.

The delegated Vice President, James Wani Igga, was quoted yesterday questioning what the parties were negotiating in Addis Ababa when a peace agreement has been signed in Arusha, Tanzania.

we are dealing with a case of insanity in Juba! A criminal and an insane president is issuing an amnesty to victims who are suppose to give him one. My be Mr. President you can give yourself and an amnesty after you having presided over the massacre of tens of thousands of innocent South Sudanese.

This is a disturbing and more abusive decrees being issued by none rather than the most tyranny in the new world order, who is known for mascared and genocidal acts all over the globe, a man who has a clear mental problems, am not a doctor it can be indicated by his personal behavior and leadership style because he can commit himself as a head of state and government who is representing whole nation in forum but in another occasion he will say different commitment with in the same issue. What a mess-up president in the world can be compared with such a cowboyism man. Can salva kiir able to amnesty Dr. Riek Machar, the father of this young nation as a self determination campioner leave alone to give seventy percent of the national army an amnesty. plz shut off your long mouth put your Arusha agreement to the dustbin. thanks

Hi All,

I am coming to believe that Kiir may be soft spoken man surrounded by kangaroos from various parts of South Sudan but the majority being from Greater Bahr el Ghazal. If.If this act is not mental disorder, which I doubt, Kiir has a soft spot in his heart. Let’s examine Kiir further.

The amnesty if genuine, needs to be embraced for a lasting peace in South Sudan. There can never be peace in the country that shall be cobbled together outside the country and imposed on people in the country.

Kiir will be absolved further when he surprises South Sudanese by stepping down after his tenure at J1 ends on July 9, 2015!!! He will go down in the annals of history as one man who amid crisis put the country above self.

I a have a believe that Kiir does not have absolute control on what is happening in the country just as Riek Macher is not 100% controlling SPLA-iO. If both protagonists clam total control over their forces then they should own up to the atrocities committed by both sides in the conflict.

The president must be suffering from mental disorder, amnesty? He need to step down if real peace is to be realized in South Sudan, otherwise no one will heed to this bogus amnesty. Accountability is a priority for the victims. Kiir needs amnesty from South Sudanese victims and not the other way around the way I see it.

OK. How about the alleged coup plotters and traitors whom he brought to court. Shouldn’t he decree that nothing actually happened on Dec. 15 2013,as was announced by him in full military uniform, as commander in chief, that it was only a lie and a hoax to deter his opponents? Well, that was then,I was blood thirsty.

What kind of president who do things unknowingly! He said ”amnesty decree to restore peace” does he know peace in s.sudan? He is calling for Dr. Machar to return back defected soldiers n advice White army to put down their guns n go home. What an alcoholic addicted president who simply believe alcoholism and sell country’s resources to foreigns mercenairies? Barharga zel’s regime would never be forgetten in s.sudan history. In fact no return until kiir tell Nuer the reason why he killed innocents civilians in Juba. I don’t think that freedom fighters are part of that amnesty decree. Idiot president!!

Guys,
Kiir is a very considerate and kind human being. All the atrocities that you witnessed in December 2013 were not directly from him, but coordinated by those of Telar Deng, Salva Mathok Alew Ayeny, Marial Nuor, Malong awan, Awut Deng and some smaller generals. His biggest problem is that he does not rebuke people from Bhar Al Ghazal who are taking our country down into perdition. When Telar was appointed as Ambassador, we know that peace has a chance. If good people from a cross south Sudan can get to his office, president Kiir would be advise wisely. I know that if peace is attained, he will wish to step down, but those of Bhar Al Ghazal will keep on pressuring him to stay.

Your boyfriend Salva Kiir intention was to assassinate Dr. Machar and massacred former Matip’s bodyguards in the presidential so Nuer can fear him forever. Afterward, he can continue enjoy his dictatorship while upsetting others to the core.

Some time I find it very disturbing when some people can’t accept the fact about South Sudan. I am from Equatoria region, I believe our region had been marginalize since the established of South Sudan. I am only disheartened that my people could not realize that. The point I am trying to draw is, as long as the country continue like this, we will never got to rule South Sudan forever. Every time, I walk into a office in Juba especially in big government offices, all the employees are simply from Dinka.
Last week, I was at directorate for passport offices, it sad..Every South Sudanese will wait for hours on line with no service while Dinka are serve just as they enter. God serve this nation.

Mr. John Lead is one of those Idiocy Southern Sudanese which I had never seen in my life. You are liar man and if you have some thing against Dinkas come on. The Dinkas fought very hard in Equatoria regionsband losing 800,000 Dinkas SPLA from Eastern Equatoria State all the way to Western Equatoria State while, the young men from Equatoria regions were hiding themselves on the Mt, fearful to death. The Equatorians people are the one who have controlling the government’s jobs than any others region in the young nation. During referendum and before, 3 billion dollars from the Western donors were been giving to Equatoria region alone to make their development while Upper Nile region and the Bhar el Ghazal region got nothing until now. Please keep singing about dislike Dinka people but we Dinka people will never go anywhere put in mine and if we sees you are against us then, we will find medicines for you.

The issue of south sudan is Manu plated or subotaged by the ethiopian regime under the pretext umberela of igad ,There for, the south sudan must have to decide its fate by itself,and must have to away from the ethiopian woyane exposed child of the supper power puppet.therefore mr Salva kirr”s dission of aminsty is a very timely good dission .for the peace plan in S sudan must consider ethiopian woyanes as a serious enemy,by any standard.
