January 17th, 2015 (Nyamilepedia) –– According to the latest reports obtained by Nyamilepedia’s Editorial Team, President Salva Kiir Mayardit is preparing a decree to sack the Caretaker Governor of Unity State, Dr Joseph Nguen Munytuil, before June this year.

In a meeting, not attended by Dr Munytuil in Juba in December last year, the President and some Jieng Elders agreed to bring in Buoy Rolnyang, who is commanding SPLA-juba forces in Upper Nile State. Within the meeting, differences emerged among the loyalists in the Presidency in support of both candidates.

While some members in the presidency are of the view that Dr. Munytuil should remain as the Caretaker Governor until the next elections, controversially imposed to be held in June this year, other loyalists consider Mr. Buay Rolyang to be more loyal and active than Dr. Munytuil, given that Brig. Gen Buay Rolyang is a nephew to president Salva Kiir.

The proponents of the proposal to install Mr. Buay and discard Dr. Nguen Munytuil argue that Nguen is too “nuerist” and more educated that the Salva Kiir government may not rely on him in the long run.

This group believes that Mr. Munytuil must be discarded through this controversial election, however, the regime must reallocate him to a less strategic position within the state or national government.

According to the insider, who briefed Nyamilepedia this afternoon, the Dinka elders and the presidency have agreed to sack Dr Munytuil before June or else the Munytuil brothers must clear the anti-government operations in the oil towns before  Juba elections in June.

“Yes, Dr. Nguen is aware that he has to clear the oilfields for the government to resume oil production in the state. This is not an option. If he fails to do so, he will lose his job.” Said the insider, who spoke on condition of anonymity, due to fear of reprisal.

“What Nguen doesn’t know is that the government no longer trust him to remain in this position. For more than one year, Nguen has failed to defeat the rebels in the oil fields. Even sometimes, the forces of his brothers raid Dinka Cattle.” the insider remarked.

“The Dinka elders are now lobbying to bring in Brig. Gen Buay Rolyang because he defended the oilfields in Paloch” the insider continues.

The source has, however, added, in the same interview, that the Salva Kiir government fears that the Munytuil brothers will once again rebel if Dr. Nguen is removed.

” …. they know very well that Commanders like Puljang and Bappiny Munytuil will not just sit if Nguen is removed. They  may join the rebellion under the leadership of Dr Riek Machar Teny, if Kiir will sacks Munytuil from being a Caretaker Governor.” The source reiterates.

According to the insider, however, some analysts within presidency argue that the Munytuil brothers are already isolated from the rebellion and therefore, the government must take this one chance to get the oil running to generate the most needed petro-dollar.

“Yes, Nguen cannot join Gen. Taban Deng Gai and Peter Gatdet, …, the government want to take this advantage. Banyiny and Puljang might be promoted and Dr. Nguen could be appointed to another position within the government. This is the plan” the statement concludes.

In other reports, the presidency will send teams to Unity State and Greater Bhar-Elgazal, before this proposal is finalized, to observe and consult widely to reduce any chance of miscalculations.

Meanwhile, sources confirmed that Commander Buoy Rolnyang, who happened to be a nephew to president Kiir, has accepted to take up this position.

The source emphasized that Buay is lobbying and bragging that he will clear the rebellion in the oil rich Unity State from North , South , East, and West of the state in the shortest time possible , if given the opportunity.

Dr Munytuil was appointed as the Caretaker Governor of Unity State in 2013 July after President Kiir sacked his long term best friend, Taban Deng Gai, who has been a Governor for a decade.
