Nov 22, 2015(Nyamilepedia) — South Sudan’s armed Opposition leader, Dr. Riek Machar Teny, the First Vice President designate, may not attend IGAD’s Head of states summit in Juba next week.

According to office of military spokesman of SPLM/SPLA in Opposition, the National Liberation Council and Military Command Council of the armed opposition unanimously agreed in Pagak this week that their chairman will not travel to Juba, citing insecurity and lack of commitment from the regime’s side.

“Dr. Riek Machar will not attends IGAD Summit which is suppose to take place by 23 or 26 this month because of the insecurities in Juba. This could only be possible if our Police force, Security and armed guards made it to Juba first to see the situation there.” said Dickson Gatluak.

According to SPLA-IO military intelligence, foreign forces still occupy the country.

While Ugandan forces withdrew from volatile front-lines in Jonglei state, SPLA-IO sources cite present of Ugandan forces in Juba, Msitu and other parts of Western Equatoria.

The councils further cite frequent violations of the peace agreement by president Salva Kiir and the Dinka (Jieng) Council of Elders.

According to the agreement, Juba should have been demilitarized and all armies forces relocated to a distance of about 25 kilometers from the capital, Juba.

In addition, President Kiir has ordered creation of 28 states that will annex more than 20% of the land to his community, a major grievance that has been militarily resisted by many minority groups since 2005.

Speaking to our editorial team in Addis Ababa, Dickson Gatluak blames Juba for shifting the dates of the submit from 19th to 23rd or 26th.

The rebels’ spokesman further reiterates that Juba has refused to welcome their delegation but instead want to welcome their chairman, something he believes is planned!

In the lengthy interview, Dickcson revealed that their leader cannot attend the summit without proper systems while war continues in many parts of the country.

“NLC and MCC as we speak now are in the meeting discussing the way forward and the possibilities of Dr. Riek Machar attending the summit which is very narrow because of the insecurities. Dr. Machar can not attend summit with IGAD security men and women alone. We must take him ourselves.” Gatluak said.

The rebels are calling for IGAD to change the Summit’s venue to Pagak, Nairobi or Addis Ababa.

Gatluak believes if the venue of the summit is changed, their leader will attend the sitting without preconditions.

The SPLM/SPLA-IO councils strongly condemns and rejects the creation of new tribal states through unconstitutional decree that gives the Dinka ethnic group about half of the country.

“Let me tell you something here, we rejected the tribal creation of 28 states because it will make this country slip into tribal war which we are trying to divert. Look now what is going on in Warrap. Last month many people dies, Lakes in trouble, Chollo joined the war against 28 states and very soon this war will be more tribal.” Gatluak said.

Many politicians believe Kiir’s 28 states will intensify the conflict along tribal lines.

At least 25 Nuer MPs, 37 Equatorians and 11 Chollo members of parliaments walked out of parliamentary sitting on Friday in protest to give Salva Kiir powers to create states, appoint governors and MPs in the country.

Beek, please stop hatred comments on Dr Riek Machar, this guy , you hated the most is in fact the person who helped changed the mind of Dr Jonh Gararng ‘s long term ambition of New Sudan when Machar defected and allied himself with those of Anya Nya 2 who were betrayed by him (Garang) when they received him in Bill Pam , Ethiopia . Without Riek’s defection from your father Garang , you will be either in bush now or still under Arab domination in the North.

So so so so………………….it looks like the peace is still some miles away. We love it. Let things get little bit worst, let every citizen including the jenge get to realise who is the true enemy of this country. There are already signs of famine in some states. this is a natural education to people and people begin to think what kind of government they want.

For FEDERAL RULE is the ANSWER. Of course it is a very wise decision by the Oposition not allow the leader travel to Juba. Dr. Riak and cde Lado Gore narrowly escaped death. What will make them to come Juba like blind leaders?

Greediest of power, i think South Sudan should not adore SPLM factions to divide South Sudan farther like what Far Right extremists and Muslim extremists are doing in Western Europe because Right Wing are using muslim Youths which is now a nightmare for Muslim themselves.

SPLA-IO leaderships had made a very commendable and wise decision for not permitting their leader-Dr. Riek to attend the IGAD-Heads of States summit in Juba. SPLA-IO intelligence command MUSN’T and SHOULDN’T entrusts their leaderships’ security or safety on IGADs, TRIO, or on any other , treacherous-foreign entity.

SPLA-IO’s Intelligence and military commands should make sure that the following conditions, among other things, be implemented prior to any senior SPLA-IO leader visits Juba !

(1). Museven’s UPDF must fully withdraw from South Sudan’s soil as clearly stipulated in peace agreement.
(2). Traitorous- Killer NyanKiir and JCE must unreservedly revoked the creation of 28 states because it is a clear violation of peace agreement.
(3). Killer NyanKiir’s genocidal regime must completely halt attacking civilians and SPLA-IO forces.
(4). SPLA-IO’s advance team of 5,000 military personnel should be allowed to visit and be stationed in Juba.

Otherwise, if the above noble arrangements, among other things, aren’t implemented in good faith, then to hell with peace agreement.

South Sudan must burns from all corners period.

President Kiir and his inner circle must know that, the unilateral creation of more states without peace in the country will never bring the lasting peace rather than increasing instability in new nation. But the implementation of compromised peace agreement and storing the trust among the warring parties will make decision of creating more states easier.
