Breaking News: South Sudan Deputy Chief of Staff Defects and Declares War Over “28 States”

Oct 10, 2016(Nyamilepedia) —– South Sudan’s Deputy Chief of Staff for Moral Orientation, Lt. Gen. Bapiny Manytuil Wicjang Wuor, has defected from South Sudan Government and declare war against President Salva Kiir and the Jieng Council of Elders.

Gen. Bapiny, a former rebel commander, who accepted amnesty by the president in 2012, has decided to join his “community in their agony” to fight for their land that has been annexed to ethnic Dinka in Unity State by President Salva Kiir and the Jieng Council of Elders.

“I have decided to join my community in their agony and will decide together with them whether our lands should be allowed to be taken by Dinka simply because the president hails from Dinka” said Lt. Gen. Bapiny Manytuil, former Deputy Chief of Staff for Moral Orientation.

Gen. Bapiny regrets he served Salva Kiir government believing that he was serving the nation but now realized that he was serving the interest of the Dinka tribe against the rest of the country.

“I thought I was one of the sons of South Sudan who cannot be threatened for saying something that affects the common people and I did not know that the government was working for one tribe, The Dinka”

Gen. Bapiny assures that not all Dinka agree with the decision to annex 43% of South Sudan lands to ethnic Dinka and therefore he believes that the government will fall terribly.

“Believe me or not, all Dinka are not in agreement with what the president and those elders have been advocating for. That is enough for this government to fall terribly” He warns

According to his long declaration, Gen. Bapiny has not been in ease with the government since earlier this year.

As a senior Nuer general in the government, Gen. Bapiny has been a suspect under serious scrutiny over decisions that harms the interests of his Nuer tribe and other ethnic minority.

He said, he has been indirectly consulted over the “28 states” order but he never hide his feelings.

“Regarding the 28 states, I told the president that our land in Bentiu will never be taken away because you the president happened to be a Dinka. That was when I went to inform him about my going for treantment” Gen. Bapiny told president Salva Kiir.

At one point, the furious Lt. Gen asked President Salva Kiir and his Minister of Defense and Veteran Affairs, Gen. Kuol Manyang Juuk, if they can change the name “Nuer” when the government finished killing unarmed civilians in the capital and annexing their ancestral lands to the Dinka tribe.

Gen. Manytuel also resisted attempts by the government to use his forces to violate the peace agreement earlier this year.

His refusal to carry out offensives in Unity State in March this year followed by a request to go to Germany for treatment, according to his declaration, resulted in arrests of Maj. Gen. Buay Rolyang and Maj.Gen. Manyuat Manydhol.

Although he was permitted to go for treatment in Germany, his staunch position and strong wording issued arrest warrants on allegations that he has defected and was heading out to join rebellion.

Lt. Gen. Bapiny asked President Kiir and Gen. Malong for permission to go for treatment on March 14th and exited the country via Kampala on March 17th; however, the Chief of Staff, Paul Malong, ordered Maj. Gen. Mathew Puljang the following day [March 18th] to arrest 46 officers, believed to be loyal to him, in Unity State.

Gen. Bapiny believes that the conspiracy on his defection to join SPLM/A-IO was cooked by his own brother, Governor Nguen Manytuil, and the presidential Advisor, Tut Kew.

On March 18th, Governor Nguen ordered Maj. Gen. Buay Rolyang to conduct offensives in Unity State in violation of the August Peace Agreement, however, Maj. Gen. Buay and his colleague, Maj. Gen. Manyuat Manydhol, refused the call on the ground that they do not want to violate the peace agreement.

“I asked the officers not to take action without documented rules of engagement and besides, it was against the order of the president which was issued right away after the peace agreement was signed by both the opposition leader and the president, respectively” Lt. Gen. Bapiny said.

On March 24th, the Chief of Staff ordered a force comprising of Military Intelligence and Military Police to storm the home of Bapiny Manytuel and arrest all his bodyguards.

Gen. Bapiny blames such order on his brother, Governor Nguen Manytuel, who advised the Chief of staff that Gen Bapiny was going to declare his defection once he arrived in Nairobi.

“He did that because on the 14th of March, 2016, Nguen the Governor of Unity State lied to them that I was going to declare my intention to join the opposition or the SPLM-IO once [I arrived] in Nairobi” Gen. Bapiny explains.

“I was already in Nairobi on my way to Germany before the 24th and the declaration never happened because it was a wild lie fabricated by both Tut Gatluak and Nguen” Gen. Bapiny explains.

He continued that the Chief of Staff, Gen. Paul Malong, ordered that the salaries of Gen. Bapiny and those of his bodyguards be suspended from March to June, 2016, and in July, Malong order for all the bodyguards of Banypiny to be deployed and scattered among the army forces.

“In July they came again to my house and took away my bodyguards and redeployed them to different units and from there I don’t know how they are doing” Said the disarmed general.

“It was Maj. Gen. Simon Ananias who executed the order of the COGS.  Everything was taken including the radio communication of my headquarters” Gen. Bapiny said.

On July 7th, the Military Intelligence again returned and took away anything that has a military label on it.

He fears that the army and police may again storm his compound and loot anything left during the first raid as soon as they find this declaration.

Gen. Bapiny believes that he was targeted because he is a Nuer and because he has been straight to point out bad polices, especially the creation of 28 states that annexed part of his ancestral homeland to neighbouring Dinka sub-tribes in Unity State.

Holding similar grievances with other armed oppositions, Lt. Gen. Bapiny may join arms with the Shilluck, Murle, Fertite, Equatoria, Nuer and the Dinka under the leadership of SPLM/SPLA-IO.

Gen. Bapiny is the most senior general to have defected the regime within the last two years.

Other senior officials, who defected from the government within the last one month, include Lt. Gen. Butrous Khalid Bora, Brig. Gen. Abraham Wani Youne Bondo, the Former Deputy Governor of Yei River state and The former deputy governor of South Sudan’s Upper Nile state, John Ivo Mounto.

Many other officials, including former governors, cabinet ministers and top leadership of SPLM/A in Opposition, under the leadership of Dr. Riek Machar Teny, have returned to bush to wage another struggle to topple Salva Kiir government after the peace agreement collapsed in July.

Gen. Manytuel’s defection may unite the Bull-nuer, one of the biggest fighting bloc in the oil rich Unity State, under the leadership of the armed opposition, SPLM/SPLA-IO.

Let them be informed that Taban Deng Gai has got no single soldier in equatoria and no and single of our fighter is going to report to their evil announced cantonment areas. We feel more free in our forests. Still we have big business in our forests and this is finish all the Mathiang Anyoor and the MTN. Hahahahhh………………. you have been calling us women and your wives. Who is now crying in Juba?

Its good now for all Nuer in Dinka Mafias to wake up, we all know supprised can occure with out noticing.
All Nuer in uniform were caught by supprised in 2013. Now they realised the dinka hidden agenda.

What a delayed reaction Monytuil. Mony & Tuil are words from different tribal backgrounds. There is no Nuer with the word Mony in their name that is an authentic Nuer.
