Feb 29, 2016(Nyamilepedia) —- The forces of the SPLM/SPLA in Opposition will not be in Juba this week as earlier scheduled, the cancellation is based on a number of reasons, SPLA in Opposition Deputy Spokesman Major Dickson Gatluak Jock Nyuot has said.

A new security arrangement between the SPLM/SPLA in Opposition and the Government of the Republic of South Sudan allowed the SPLM-IO to have deployed outside Juba 1,370 troops to prepare way for the return of the First Vice President and the leader of the SPLM/SPLA in Opposition leader Dr. Riek Machar Teny-Dhurgon to finalize the formation of Transitional Government of National Unity (TgoNU) as per Agreement signed in August 2015.

The peace partners are still on the plan to transport the largest contingents of SPLA/IO forces to Juba but this would not happened as planned. About 1370 SPLA/IO gallant forces may not make it to Juba tomorrow on the 1st of March,” stated Dickson Gatluak.

A few weeks ago, the SPLM-IO forces admitted that lack of logistics would delay the arrival of the Movement’s personnel to Juba, but the Government of Great Britain later promised to airlift forces of opposition fighters to Juba before SPLM-IO leader Dr. Riek Macha returns to South Sudan capital. Lack of clear designation of cantonment areas of the opposition forces, medical care, food supply and other necessities of basic life support are behind the reasons given to delay the troops’ arrival to Juba.

“South Sudan government needs to designate clearly the cantonment areas within Juba for the quick transportation of SPLA/IO force right from Airport to the sites. Provision of basic life support is a vital issue where the food, water and medical care for the army is needed to be arranged first before their arrival as well as the limitation of flights at Juba international airport,” continued Gatluak.

“Meanwhile the Ethiopian government is needed also to approve transit of light weapon from Gambella to Juba when the troop reaches at a point of embarkation. For the SPLA/IO forces to move in and marshal at their respective areas, it may take a week from now for all those arrangement to be put in place.”

The consensus among various Generals within the SPLM-IO dictates that all 1,370 troops will be transported to Juba with all their military hardware for the reason that Juba is not trusted. For them to be secured, the SPLM-IO forces have to be well equipped and must carry with them their armaments from liberated areas.
