Government Forces Plan Offensive Against SPLA-IO Cantonment Sites In Mundri

March 16, 2016(Nyamilepedia) —- The  Governor of Amadi State has this morning demanded the commander of SPLA Juba  in Mundri Barracks  to issue an order to dispatch three trucks full of SPLA/Juba military from Mundri towards  Bari to fight the SPLA\M [IO] forces in their assembly area and to proceed to Medewu, Ladingwa up to Bangolo. He intends to have a permanent military deployment at Bari land and areas far beyond Medewu.

These are very unfortunate situation as it indicates that he is pursuing war instead of focusing on the implementation of the signed peace agreement. These actions will cause more humanitarian suffering on the civilian population in the above mentioned areas. We, the SPLM/SPLA in Opposition, call upon JMEC and CTSAMM to take note of these planned violation and advice the Governor in question to stop and suspend all military activities that amount to war in Greater Mundri Counties and focus on the implementation of the signed peace agreement as it is what is best for Western Equatoria and South Sudan at large.

We equally request JMEC to remind the Amadi State Governor that SPLA\M [IO] forces in all parts of Greater Mundri Counties and entire Equatoria Region are already covered by the ceasefire and signed agreement as per article 2.2 of the Agreement on the Resolution of the Conflict in South Sudan, any attempts to attack SPLA-IO in such areas in a clear violation of the ceasefire and signed peace agreement.

Secondly, JMEC should inform the Governor of Amadi State, who seems to be uninformed of his outside world, that his state is among the 28 States whose operations have been suspended by IGAD head of States Summit Communique, he should wait until a decision is made on operationalization of the 28 States by a committee to be formed when SPLM/SPLA in Opposition Leader enters Juba when the Government of National Unity is fully functional.

It’s unfortunate that civilians in these areas have suffered when the SPLA/Juba fought in the cantonment sites of SPLA [IO] early last month which resulted into burning of houses, looting of properties and massive displacement of civilians from their home. The SPLA/Juba plan of attacks against the SPLA-IO will is going to result to more looting of civilians’ properties, burning of houses, killing of innocent civilians and more displacement, which will affect more women, children and elderly men and women as they will be forced to run to bush again and suffer just as they were subjected to the same situation before by the forces belonging to Juba regime, such actions are against international humanitarian law and the law of armed conflicts.

The SPLM/SPLA in Opposition in Western in Equatoria would to bring to the attention of JMEC and the United Nations that the behaviors of the SPLA/Juba will hinder delivery of humanitarian aid to the suffering population in those areas and the Governor must be made to stop his aggressive and bully actions before it is too late to reverse the situation.
