Dear Dr. Martin Elia, on the Upper Nile State Conference!!

Jan 06, 2021(Nyamilepedia) — The 4th meeting of the Presidency on the 9th of December 2020 resolved that a conference be held in Upper Nile State for the reconciliation, healing and unity of its communities. This was a step in the right direction. However, the conference was tied with the selection of a Governor for the State, which, in my view, was going to throw the conference into confusion rendering it unable to achieve its basic objective. The choice of the Governor is a matter between the leadership of the SPLM/A10 and the President and should remain so. Convening the conference is a separate matter. 

To ensure its success, the conference should be owned and controlled by the people of Upper Nile State far from the influence of the Government or any of its constituents. We all know that none of the two principles of the Peace Agreement enjoys the confidence of all the five Upper Nile communities. Hence, involving any of them directly will not be seen favourably by some leading to suspicion on the impartiality of the process. Therefore, I am here sharing a proposal for the conference based on the dialogue initiated in February 2020 by the sons and daughters of Upper Nile State. Whereas, it is a people-to-people dialogue, the role of the Government in it is acknowledged in the persons of the President of the Republic and the First Vice President, being the top of the executive branch of the current Government. I would request that you bring this proposal to their attention. 

Needless to say, the proposal is open to discussion and possible amendment. The central point is to have a conference owned and controlled by the people of Upper Nile State themselves.
