My dear brother, His Excellency President Salva Kiir Mayardit, The Brotherly President of the Republic of South Sudan, Ladies and gentlemen,
It is my pleasure to be with you today, in Juba, and I would like to thank my brother His Excellency President “Salva Kiir” for this warm welcome and the generous hospitality. South Sudan is my second home country and a sisterly country in which Egypt and its people have had long-standing ties and a common history spanning many decades.
Egypt witnessed the aspirations of your great people for a better future and their belief in the right to fulfill their hopes and fulfill their legitimate aspirations. This is embodied in the special relationship that united Egypt with the late leader “John Garang”.
Today, we concluded an in-depth and fruitful bilateral discussion that reflected the availability of the common political will towards strengthening strategic partnership between the two countries in various fields, allowing for the optimal use of our capabilities to serve the interests of the two brotherly countries and peoples.
We have discussed ways to strengthen and develop bilateral relations between the two countries. We gave priority to joint coordination on the political, military and security coordination especially at this important period in which our region is passing through. We also discussed the economic and commercial issues seeking to improve trade exchange between the two countries, and encouraging Egyptian investments in South Sudan that would be for the mutual benefit of the two countries.
The talks also touched on strengthening the existing cooperation between the two countries in the area of water resources and irrigation. Our joint efforts to maximize the benefit from the river Nile emphasizing Egypt’s vision that the Nile River should be a source of cooperation and development as a lifeline for all the people of the Nile Basin countries. We also reviewed developments related to the Renaissance Dam and the course of the ongoing negotiations with the aim of reaching a binding legal agreement on the filling and operationalizing the Renaissance Dam.
We also agreed to intensify cooperation in the fields of transferring Egyptian expertise, providing technical support and building the capacities of national cadres in South Sudan, by continuing the training programs provided by the Egyptian Agency for Partnership for Development in various sectors such as education, health, agriculture, irrigation and other various civil and military sectors.
I emphasized Egypt’s full support for the efforts of President Salva Kiir, Vice President Dr. Riek Machar, and the efforts of the other South Sudanese parties to achieve peace in the country. I would like to commend, in this regard, the efforts made by the political parties in Southern Sudan to move forward in implementing the benefits of the transitional phase in accordance with the terms of the Revitalized Peace Agreement, which is the agreement that we are all keen on strengthening its implementation, as well as supporting the efforts of the Government of National Unity to draft a new constitution that fulfills the aspirations of the people of South Sudan for peace, stability and development.
We exchanged views on many current regional and international issues of common interests, especially the ongoing developments in the Horn of Africa and East Africa that are of strategic importance. We engaged on how to work to contain their potential repercussions on the region. We agreed to coordinate our joint efforts in a way that achieves security and stability in the region, and preserves the interests of the peoples of the region in a framework of transparency and common interest.
In this regard, I do not fail to commend President Salva Kiir’s efforts in achieving stability in the countries of the region, especially your efforts in mediating peace between the Government of the Republic of Sudan and the revolutionary factions, which culminated in the successful signing of the Juba Peace Agreement between the two parties in October.
My Brother; Your Excellency President Salva Kiir, Ladies and gentlemen,
I would like to take this opportunity to assure the brotherly people of South Sudan that Egypt will remain loyal in providing fraternal support in the interest of this honorable people. We are committed to providing all aspects of support through the existing mechanisms of cooperation between the two countries. I also call on the international community to fulfill its pledges and obligations towards the State of South Sudan in its march towards building a better future, and we support the efforts of lifting international sanctions against South Sudan in a way that contributes to supporting the ongoing transitional political process.
In conclusion, I would like to renew my sincere gratitude and appreciation for the warm welcome and generous hospitality offered by President Salva Kiir and from the brotherly people of Southern Sudan
I am looking forward to receiving you in the near future in your second country, Egypt.
