Full-text: Eastern Jikany-nuer endorsement of Gen. Olony for governorship of Upper Nile

Oct 20, 2020(Nyamilepedia) — On the 15th of October 2020, the Eastern Jikany Nuer Communities of four counties, Nasir, Ulang, Maiwut and longechuk, under the two Community’s leaders, Daniel Gatluak Lul and Philip Deng Both, met with Lt. General Johnson Olony Thubo in Khartoum, Sudan. The Communities of these four counties registered their support for the nomination of General Johnson Olony Thubo by the leadership of SPLM/A I.O for the Governorship of Upper Nile State. They emphasised the need for an urgent appointment with General Johnson Olony in order to improve the insecure situation and dissemination of peace messages in the State together with the Communities of Upper Nile State.

The Eastern Jikany Nuer Communities clearly stated their position to support the SPLM /A I.O leadership for the nomination of General Johnson Olony to be appointed as Governor of Upper Nile State. The Community also emphasised that Johnson Olony Thubo is a well committed senior officer of SPLM/A I.O who should implement the revitalised Peace Agreement in the State and work for peaceful coexistence of all Communities in Upper Nile State. President Kiir’s refusal to appoint Johnson Olony as Governor of Upper Nile State is a clear sign to the people of the Upper Nile State that proves he has abandoned the people of the Upper Nile State and that he is not committed and unwilling to implement the revitalised Peace Agreement. 

Johnson Olony is a peaceful hard-working senior officer of SPLM/A I.O who will be working hard for development of Upper Nile. For the sake of peace in South Sudan, in general and especially in the Upper Nile State, the Eastern Jikany Nuer Communities are urging President Kiir to urgently appoint Johnson Olony Thubo as Governor of Upper Nile State. Olony is now working hard urging all Communities of the Upper Nile to forgive one another and to forget the past. He is now disseminating peace messages among the Padaang, the Chollo, the Maban, the Koma and to the Eastern Jikany Nuer Communities of Upper Nile State as well. The Eastern Jikany Nuer Community are urging H.E President Salva Kiir Mayardit to quickly appoint Johnson Olony so that peace can easily prevail in Upper Nile State. 

The Eastern Jikany Nuer Communities argue that General Johnson Olony should not step one foot in Juba before he is appointed by H.E President Salva Kiir Mayardit as the Governor of Upper Nile State. And if he is not fully appointed, he should not go to Juba unless the security arrangements are implemented as stipulated in the revitalised Peace Agreement. The Eastern Jikany Communities also emphasised that H.E President Salva Kiir Mayardit has no right to refuse to appoint the nominee of any party as per the agreement. The Communities said they do not see any reason why President Salva Kiir refuses the appointment of General Johnson Olony unless he is not committed and unwilling to implement the revitalised peace Agreement. 

Finally, the communities decided that they should only support the appointment of General Johnson Olony, the nominee of SPLM/A I.O, and nobody else. Even if it means that there will be no Governor appointed in the Upper Nile State for years. The people of the Upper Nile State will wait until President Kiir makes a decision to appoint him. If not, this will be a clear sign for the people of the Upper Nile that President Kiir is not ready to implement the revitalised Peace Agreement and doesn’t want the people of the Upper Nile to be part of this peace process in South Sudan. The fact that President Kiir doesn’t want to implement the security arrangements, the reconstitution of the National Assembly and the state Assemblies, and the completion of state’s governments might be the reason why he doesn’t want to appoint Johnson Olony. He might also have some other reasons behind his refusal to appoint Johnson Olony: to eliminate the UPPER NILE STATE on the Map of South Sudan.
