UN envoy says outstanding issues won’t be resolve by end of latest extension

November 17th 2019 (Nyamilepedia) – A top United Nations official in Juba has said that South Sudan parties won’t solve the outstanding issues by the end of the latest deadline for a unity government formation.

South Sudan President Salva Kiir Mayardit and main armed opposition leader Dr. Riek Machar Teny met in Entebbe, Uganda, last week and decided to extend the pre-transitional period for 100 days.

The international community in different statements have regretted the latest extension urging the parties to the agreement to show political will to resolve all those issues so that a unity government is formed in February.

In a briefing to the African Union Peace and Security Council (AUPSC) on Thursday, the David Shearer, head of UNMISS and Special Representative of the UN Secretary-General said the parties won’t complete the reunification of forces by the end of the 100 days extension.

“Will we have a fully integrated military with a completed DDR exercise at the end of 100 days?” Shearer said. “No. But the implementation process should be advanced sufficiently to give all parties trust and confidence coming into a transitional government that it is well on track and will continue to progress- with realistic / measurable benchmarks.”

He said the determination of the number and boundaries of state require “negotiation and a political settlement. It also requires a defined process and mechanism to move forward in a structured way. The leaders need to work urgently to reach a compromise.”
