President Museveni’s Roadmap To Resolve South Sudan Crises

April 12, 2017(Nyamilepedia) —– Seemingly regretting his earlier one-sided approach to South Sudan’s conflict, the Ugandan old man, President Yoweri K. Museveni, is single handedly attempting to build a new framework that would be inclusive, and perhaps acceptable to South Sudanese stakeholders on all sides of the conflict.

If achieved, this would be the most renowned one-man effort to have successfully resolved one of the worst humanitarian crises in world’s history, however, many politicians and observers are skeptic that President Museveni could just be drilling his roots deeper in a conflict that he once owned.

If the framework is not accepted by the regime, the Ugandan president fears that he may wash his hands and let South Sudanese solve their problems.

On April 5th, 2017, Museveni received the former political Detainees, also known as SPLM leaders or Garang’s boys, to his State House in Entebe. They were led by Mama Rebecca de Mabior, the widow of Dr. John Garang de Mabior.

For the first time, Museveni spoken in depth praising Dr. John Garang de Mabior, especially on his “New Sudan” Vision while trashing President Salva Kiir on tribalism and mismanagement of South Sudan’s conflict.

The Ugandan President deeply regrets that President Salva Kiir could openly preach tribalism while claiming that only his tribe liberated the country when all South Sudanese united under the SPLM/A leadership and were supported by the region to ensure that South Sudanese get ride of their common enemy.

According to members of Political Detainees it was President Museveni that invited them to his State House.

“It was President Museveni initiative to call us for consultations on the current deteriorating situation in the country. Yes, he lectured our team on the problems of tribalism that when Dr John Garang De Mabior mobilised them for support, particularly him Museveni, Isaias Afeworki and Meles Zenawi, it was for the liberation of the whole Sudan and they didn’t know that it was a Dinka country” Said the FD, who spoke on condition of anonymity.

“He praised John Garang at length and that even though he was a rebel, they who were running countries had great admiration for him. He now wondered where is this ethnic problem under Kiir came from? He talked of the need to rescue South Sudan from imminent fragmentation.” The FD continued

The Ugandan President went on to talk about reforms in security sector, particularly building a new national army that reflect diversity of all South Sudanese.

Although the Ugandan President is furious about tribal dominant or about Salva Kiir building a Dinka dominated army, Museveni is being blamed for growth of dictatorship and tribal dominance in South Sudan.

Finding no resistance to many controversial ideas that he raised, the Ugandan president went on to discuss South Sudan’s collapsing economy, poor governance and public administration and management as well as repatriation of refugees and their resettlement. Museveni pointed out the following as starting point:

1. Comprehensive ceasefire and cessation of hostilities then security sector reforms preceded by cantonment of all fighting forces and ethnic militias.

2. Deployment of the Regional Protection Force.

3. National dialogue.

4. Elections.

After hearing responses from the FDs, Museveni concluded that he will raised all issues with Kiir and if Kiir doesn’t want to listen, “he will then wash his hands and it will be up to South Sudanese to sort out their problems.”

To many intellectuals and observers, the Ugandan President could only be clearing his back and try to wash his hands knowing that he has successfully installed another dictator whom he can remote control any time.

When South Sudan conflict began in December 2013, Nuer and other tribes were the majority in the national army which laid a visible threat to Salva Kiir’s attempts to over stay in power.

The composition of South Sudan national army was drastically changed in two years through the help of President Museveni, who deployed the Ugandan Defence Force, as paid mercenaries to fight alongside Salva Kiir’s loyal forces while Kiir trains a new army, a factor that complicated South Sudan Peace talks for another two years.

 Public Reaction

Although many South Sudanese on social media appreciate President Museveni for telling the truth, critics believes that it might be too late and Museveni needs to apologize for the damage he has caused in South Sudan.

“Museveni has a right to say whatever he wants to say but he first needs to allow free speech in his country before he goes to dip his nose on other people’s affairs” Said David Gatluak.

“It is Museveni who started this war in South Sudan. He was involved in the death of Dr. John Garang de Mabior and George Athor. All these in defense of Salva Kiir. Did he explain or apologize for any of these death?” Said another South Sudanes, Lino Taban

“Museveni sent his troops to fight in South Sudan conflict and ordered them to use chemical weapons and clusters bombs on civilians. Has he ever apologized? How can you resolve a problem without visiting its root cause and apologize where needed ” Taban continued.

These are all delay tactics meant to prolonged tyrant kiir’s grip on power illegally. First of all, M7 cannot possibly justify the legitamacy claim of this gonocidal government he has been supporting from the get go. Museveni having not distant himself, his government and the good people of Uganda from this terroris and genocidal government of Kiir, its a waste of time to hope that Museveni has the magical formula for bringing peace to South Sudan. Museveni must be neutral as far as the conflict in South Sudan is concern…such a stance is a prerequisite as a partner for peace.

SS people bother many thinkers about what they want. Peace or perennial war and suffering of the citizenry? They all appear dullards, with no clear focus and serious self seekers. Museveni has done the best for them as a country, they have no appreciation at all. They are the most ethnically divided lot in the world with each individual championing ‘methinks’ bogus and devoid syndrome. They all look for war never peace at all. To hell, bollocks!!

Well Musevini, you made Ethiopia a country run by a small thug group. You will pay for that! And all that you want to do is the same in South Sudan, trash, an old trash you are, may God take you away for the sake of East Africa!
