CTSAMM MONITORING AND VERIFICATION TEAM DENIED FREEDOM OF MOVEMENT BY GOVERNMENT AUTHORITIES TO THE WAU SHILLUK AREA.

Feb 21, 2017(Nyamilepedia) —— CTSAMM requested through the Joint Military Ceasefire Commission (JMCC) access to verify allegations of violations of the Permanent Ceasefire and Transitional Security Arrangements (PCTSA) in the corridor between Malakal and Renk, including Wau Shilluk. This request was then approved by JMCC.

A CTSAMM Monitoring and Verification Team (MVT) then planned and coordinated a patrol to Wau Shilluk to be executed on the 10 February 2017. However, due to a mortar attack in Wau Shilluk during the early morning of 10 February 2017 the patrol was delayed to 16 February 2017.

On Thursday 16 February 2017, the MVT along with UNMISS Force Protection was to proceed to Wau Shilluk to perform the patrol. However later that morning, the MVT was denied freedom of movement while trying to reach Wau Shilluk when the SPLA 2nd Division Command informed the MVT that their mission scheduled for Wau Shilluk was cancelled.

The MVT remains in the area waiting for access to be granted to conduct its mission in Wau Shilluk. The CTSAMM is an impartial, neutral body committed to pursuing its mandate to monitor the implementation of the PCTSA as laid out in the Agreement on the Resolution of the Conflict in South Sudan (ARCSS) and has a legal right to be present in South Sudan as stipulated in Chapter II of the ARCSS.

CTSAMM condemns, in the strongest terms, the denial of freedom of movement for the CTSAMM MVTs. The CTSAMM is calling on the Transitional Government of National Unity to intervene in this issue to ensure the CTSAMM can visit Wau Shilluk to conduct its mission.
