IGAD Communique: Mandates of Regional Force To Be Deployed In South Sudan

August 06, 2016(Nyamilepedia) ——  As South Sudan conflict is deemed to be a threat to regional stability and economic growth, the East African Chiefs of Defense Staffs are doubling efforts to step foot in South Sudan to restore peace and security.

On July 29th, 2016 the East African Chiefs of Defense Staffs held a meeting on South Sudan conflict and came up with resolutions that are now adopted by the IGAD heads of states and governments.

During the IGAD Plus Heads of States meeting on Friday in Addis Ababa, Ethiopia, the bloc unanimously endorsed the deployment of “Juba Security Force” with the following mandates:

  1. Protection of civilians including the IDPs
  2. Protection of key installations.
  3. Cantonment of belligerent(hostile) forces outside Juba
  4. Secure and Protect Juba International Airport jointly with South Sudan authorities.
  5. Disarming any actors (armed groups) targeting civilians, peacekeepers and their premises/assets and humanitarian actors.
  6. Control the influx of IDPs into Juba to minimize incidents of confrontations among the ethnic groups.
  7. The use of UNMISS police to enhance the South Sudan Joint Integrated Police
  8. Determine the level of security details and weapons to be assigned  to key personalities and government dignitaries including senior military officers.

Although South Sudan has endorsed and accepted the communique, politicians in Juba are still studying the details of these resolutions.

The summit directs the East African Chiefs of Defense Staffs to travel to Juba to do more assessment and expedite the deployment of the troops.

The East African Chiefs of Defense Staffs will invite the Chief of General Staffs for SPLA-IG and SPLA-IO to mediate the return to implementation of Chapter Two of the ARCISS with objectives of unification and integration of the forces.

The Force will be deployed under the UNMISS with a special force commander who will report directly to UNMISS overall commander to be based in Juba.

Other details, including the number of forces to be deployed, is left for further and urgent discussion with the United Nations towards reaching a speedy deployment of the forces.

IGAD Plus calls on the United Nations Security Council to urgently renew the mission of UNMISS with a revised mandate that includes the regional force deployment with mandates as outlined.

I strongly welcome any of the proposal or a step taken by international community and IGAD to deployed its troops for the safety of South Sudanese who have been under threats in Juba since mid-december 2013

Dinkas are very intransigent people. I hope the JCE will be able to understand the mandate of the force. Poor Kiir. Where is your red line.

I like the caming of regional force to south sudan because we the civillian are suffer for more than 3 year in the wars under leadership of salva kiir

There goes the so called Jaang kingdom. I said before that it will crash at take off when I seen what Jaang tribal extremists did in Dec/2013. Kiir will not be able to use any of his useless decrees that he has in store for the less informed people of South Sudan. The Kingdom is so far doomed to never, ever take off.

the regional forces will not be the solution for insecurity in south Sudan because over 12 thousands UN troops are already there and they have done nothing, so here government of south Sudan is capable of protecting its citizens

The deployment of Regional Forces will not favor any tribe trying to drop South Sudanese into unknown dustbin for no reason, however, those finger point at Dinkas are even more stupid than what had already happen,
