July 27, 2016(Nyamilepedia) —— South Sudan’s First Vice President, Dr. Riek Machar Teny, the leader of the armed opposition hopes the region and the international community could prevent a full-scale conflict in his country.
Speaking to Al Jazeera today, Dr. Machar, said he is stationed around the capital, Juba, monitoring the situation unfolding while waiting for a regional force to arrive to act as a buffer zone between his forces and those of his rival, Salva Kiir.
Machar reiterates that he is still the legitimate First Vice President but warns that he will only return to Juba once the capital has been demilitarized.
“First of all I’m still the First Vice President of the Republic of South Sudan. The appointment made yesterday by president Salva Kiir is illegal. It has no bases because the peace agreement does not give powers to appoint the First Vice President under current circumstances.” Machar said.
“The appointment of Taban from the perspective of SPLM/SPLA-IO is not acceptable because he has defected and join the faction of President Salva Kiir. He cannot appoint his friend who has defected to him to replace me” He continued.
Referring to the Agreement of Resolution on Conflict in South Sudan conflict (ARCISS), Machar said that his rival has no power to appoint anyone in his party without following the structure of SPLM/SPLA(IO).
“By the agreement, he has no powers to appoint any person unless I nominate the person. There is a provision which states if the First Vice President is a way in the country, the next senior minister would act. The next senior minister is Alfred Lado, the Minister of Interior, who is inside the country and I have told him when I was forced out to act”. he said
“So for president Salva Kiir to appoint a replacement is wrong” he continued.
He is disappointed that Salva Kiir forces, who forced him out of Juba, are still pursuing war – attacking him and his forces using aircraft, helicopter gunships and ground troops.
Machar said that the war is still ongoing but he will continue to defend himself while waiting for the international community and the region to deploy a force they promised earlier this month.
“Well, we will wait. We have been waiting. That is why we have not responded to propagation[attacks] by the forces loyal to the president” he said
“It will be the international community that will give us the indication that they have failed to persuade president Salva Kiir. In the mean course we will be defending ourselves under any propagation” he reiterates.
Although Dr. Machar is around Juba and being attacked, he promises that his forces will not disrupt the promises of the international community and the region to intervene.
“As long as the international community and the regional fair-party force is being waited to deploy we will not disrupt that but if they failed then this is an indication that the whole agreement is forsaken by the international community and the regional body that brokered the peace agreement” he continued.
Contrary to Machar’s thinking, Juba hopes that the appointment of Gen. Taban Deng Gai as the First Vice President will bring peace and unity under the leadership of Mr. Salva Kiir.
Instead the government has ordered his forces to use any means in their power to bring Riek Machar, dead or alive, to answer for charges against him.
The renegade retired general, Taban Deng Gai, controls no army but just a few politicians in Juba.
