Dr. Machar Not Returning To Juba Without Security Guarantees!
Feb 14, 2016(Nyamilepedia) —- South Sudan’s former Vice President, Chairman and Commander-in-Chief of SPLM/SPLA-IO and First Vice President of the soon to be formed Transitional Government of National Unity, Dr. Riek Machar Teny, accepts his appointment to work under President Salva Kiir, however, hints that he will not return to Juba before his 3000 forces are stationed in the capital, Juba.
Dr. Machar who has toured the region on peace campaigns and just returned to Addis Ababa from Cairo, Egypt, assured his supporters and the public that he can return to Juba as soon as his troops are transported to Juba but he blames Salva Kiir’s government and the international community of dragging their feet and not wanting to help the movement to transfer its troops to the capital.
“We as a movement have welcomed of the issuance of the decree that appointed me as the first vice president of the Republic of South Sudan. I will return to juba once our troops are in place to provide security, we are in preparation but we have difficulties.” Dr. Riek reportedly explained.
According to his official social media page, monitored by his deputy spokesman Nyarji Jermlili Roman, unnamed international community have committed to transport only 400 soldiers of SPLA-IO to Juba.
The opposition calls on other well wishers to help transport the troops to Juba in the shortest time possible to expedite the implementation of the peace agreement.
The First Vice President has promised to arrive in Juba the “next day” should his troops arrive in Juba today.
“We are still asking others to help transport these troops in the shortest possible time, so that I can be in Juba. If they transport within three days, I will be in Juba in the next day.” Dr. Machar said.
Upon his arrival in Juba, Machar promises that as soon as the new unity government is formed, some of Salva Kiir’s republican decrees, including “28 states order” will be suspended within one month.
“Once the government is formed, even if it were formed tomorrow, the 28 states will be suspended. And within one month, we should negotiate and come up with a number of states that are agreed. If we fail, we revert to the 10 in the peace agreement,” he said.
According to Dr. Machar’s Press Secretary, James Gatdet Dak, the appointment of his chairman was rushed and fails to meet the content of its provision as required by the Agreement of Resolution of the Conflict in South Sudan.
“This is the reason we said the appointment of the First Vice President was rushed and did not follow the sequence of the implementation of the peace agreement. Although it is in line with the provisions of the power sharing agreement, it is a redundant action because the First Vice President will not take oath of office until he arrives in Juba,” he said.
Gatdet believes that the appointment of Dr. Machar should not have come before Salva Kiir implements security arrangements by moving the army headquarters to 25 kilometers away from the city center and also allowing for the arrival of the SPLA-IO forces in Juba.
According to the officials of SPLM/SPLA, Salva Kiir’s appointments of Dr. Riek Machar as First Vice President and orders him to arrive within seven days is politically motivated to force the rebels’ leader to return to the capital and to skip other vital provisions of the peace agreement that the government is not willing to implement.
Reacting to Dr. Machar’s call on the international community and Salva Kiir’s government to transport its troop to Juba, the South Sudanese critics on social media call on Dr. Machar and his officials to lead their troops on foot through Upper Nile and Jonglei back to Juba, the capital.
