South Sudan: Loyal Nuer Politicians Refuse To Attend Parliament Over Creation of “Tribal States”
Nov 19, 2015(Nyamilepedia) —- A group of 22 Nuer Politicians, who remained loyal to President Salva Kiir, have called it enough over Republican Decree No. 36/2015AD.
Speaking after a meeting with President Kiir yesterday in Juba, the members of parliament, who identify themselves as “Nuer Parliamentarian Caucus”(NPC), have warned the Jieng Council of Elders[JCE] over the creation of 28 “tribal states” in the country.
Briefing the president, the caucus raised many grievances and refused to attend the Legislative Assembly[LA] today to witness the amendment of the Transitional Constitution to accommodate the controversial decree.
“We hereby register our rejection of the Republican Order No. 36/2015 in TOTALITY and subsequently abstain from attending the parliamentary sitting scheduled on 19/11/2015 meant for passing of the Amendment of the Transitional Constitution (Amendment 2) Bill, 2015” Said the chairman of the caucus.
In their declaration document extended to Nyamilepedia, Hon. James Kueth Chuol, the chairman of the Nuer Parliamentarians, regrets the Jieng Council of Elders (JCE) “has deeply encroached the Nuer territory” and distributed their ancestral land to the neighboring communities, a decision he believes will never be accepted by any living Nuer. They too have refused!
“The Jieng Elders Council [JEC] map has deeply encroached the Nuer territory and annexed it to adjacent communities. We shall NOT accept to be part of the parliamentary resolution that gives legitimacy to other community to take away our land” Hon. Kueth said.
For the first time since the conflict broke out, the caucus who have helped pass the widely opposed security and media bills, have distant themselves from what they believe is an imposed act that impinges their ancestral rights.
“We opted to distant ourselves from any imposed act that contradict with parliamentary procedures and impinged the ancestral rights of our community”. The caucus declares.
Among other grievances, NPC strongly reiterates that Kiir’s creation of new states is a deliberate abrogation and nullification of Peace agreement on the Resolution of Conflict in the Republic of South Sudan.
The caucus, who have been worried of reunification of the bitterly divided Nuer community, reminds Salva Kiir that “the Nuer Community worldwide is yearning for peace, not 28 states”.
Despite the protests from Nuer and minority politicians, the bill was unanimously passed today in Juba, South Sudan, by the speaker Hon. Magok Rundial and a few others.
Hon. Magok, who is a Nuer by nationality, is among 8 others Nuer MPs who agree with JCE and the president on creation of 28 tribal states.
The passing of the today’s bill, however, was well received with ululations by other loyal Nuer politicians like Lul Ruai Koang.
According to Brigadier Lul, the former military spokesman of the rebels, this is a wise decision!
“Here is my heart felt Congratulatory message to all wise members of National Parliament who unanimously endorsed Establishment Order N0.36/2015 which decreed creation of 18 new States. Our folks in the countryside/rural areas will in immediate near future begin to enjoy dividends of having one’s own state more closer to home.” Lul said adding that his Lou-Nuer constituencies will benefit from the order
“Boorchar family back home will immensely benefit from thier new state.
Boorchar oyee for we have succeeded in leading peaceful campaign for H.E. President Salva Kiir to consider granting us a state.” He continued.
Lul calls on the caucus and Greater AKobo to accept and implement the order of the president, however, the caucus advises;
“We believed the order is untimely for the sake of restoration of terribly broken social fabric among our communities and unity of people of South Sudan and their peace co-existent. We gravely believe that creation of administrative areas out of conflict along ethnic lines is a recipe for tribal war” Said the parliamentarians.
For the last one and half months, the Republican decree no/36/2015AD has been criticized across the country and too by diaspora communities.
In addition to call of revocations from the SPLM/SPLA-IO and political parties, EU and IGAD-PLUS have called on Salva Kiir to stay his order.
While nearly one hundred people died in border conflict in response to the order in Warrap State, Chollo generals have defected in Upper Nile to fight for Malakal, the capital of Upper Nile state, and other parts of Chollo (Shilluck) kingdom which would be annexed to Dinka Padang by this republican decree!
