SPLM NOT dissolved, SPLM-IO and SPLM-FD Welcome To Join The Process!
October 20, 2015(Nyamilepedia) — According to the latest press release, signed by the party’s 2nd deputy chairman, James Wani Igga, SPLM party has not been dissolved as earlier reported.
Following the deliberation of the National Liberation Council (NLC) of SPLM-IG on October 16th, Martin Majut Yak reported that Salva Kiir, the chairman, has dissolved the party structures except the office of the chairman.
Majut, the former SPLM’s National Secretary for Popular and Syndicated Organization, said last week that the chairman will appoint people within 30 days to all structures including the positions of vice chairman and secretary general.
“As I talk to you (reporters) now, I am a former secretary for syndicated and popular mobilization,” said Majut,
“After thirty days, the chairman (President Salva Kiir) will appoint people to the position of secretary general, deputy chairman and others,” Majut continued.
Today, however, the second deputy chairman, Mr. James Wani Igga, has refuted the earlier version and clarifies that his chairman only dissolved SPLM Secretariat but not all structures.
“I would like to correct a disinformation that went to air last Friday, October 16th, 2015 following the SPLM National Liberation Council (NLC) meeting” said Igga.
According to Wani Igga, the purpose of the meeting was to prepare for holding an Extra-Ordinary National Convention within one month, before November 16th.
Igga confirms that the Extra-Ordinary NLC meeting will pass the two basic documents – the party Constitution and Manisfesto – that the Council failed to pass on December 14, 2013.
Igga clarifies that the 16th October NLC meeting only dissolved SPLM Secretariat and sacked the party’s Secretary General, Mr. Pagan Amum Okiech, who was re-instated less than four months ago.
Amum was sacked for having signed the peace agreement on August 17th and refused to return to Juba until the agreement is implemented.
Wani clarifies that the party structures that include the National Liberation Council and Political Bureau shall be dissolved during the next convention in November with exception of the national level.
“It will be there and then that the dissolution of the entire orgains including the NLC and the Political Bureau (PB) and any other organs below the national level will take place” Igga says.
Igga calls on members of SPLM party in SPLM-IO and SPLM-FDs to return to Juba to participate in the process of dissolving the party structures.
“Comrades the FD and brothers in the armed I.O are once more welcome to join this processs of rejuvenation of the SPLM, implementation of the ARCSS and thus reconstruction of our beloved country” Igga states.
According to IGAD peace calendar, the first deputy chairman Dr Riek Machar, who was reinstated in absentia in June and his SPLM comrades in the armed opposition are not likely to return to Juba until December 2015 or later.
In his response, the First Deputy Chairman, Dr. Riek Machar, warns that the unilateral decision by Salva Kiir to dissolve the party violates the Arusha Reunification Agreement and the Compromise Peace Agreement.
“The entire leadership and members of SPLM/SPLA (IO) dissapprove of this act which violates the principles to reunite the party enshrined in the Arusha Agreement signed by various SPLM factions on 21st January, 2015”
According to Dr. Machar, SPLM is a vanguard political party that is capable of uniting the country and the people of South Sudan.
By unilaterally dissolving the party, Dr. Riek believes that Mr. Kiir has stabbed the unity of the people of South Sudan.
“By this unilaterally decision, president Kiir has stabbed the Unity of our people with the intentional of undermining the Arusha Reunification Agreement as well as the implementaion of the Compromise Peace Agreement on the resolution of the Conflict in the Republic of South Sudan” Machar said.
Mr. Machar calls on the people of South Sudan to condemn and resist the unilateral decision of Salva Kiir.
According to SPLM records, this is not the first time Mr. Kiir attempt to dissolve the party. In November 2013, the chairman announced that he dissolved the party except his office, a decision that was refuted more than three times on the national television by members of his inner circle.
The chairman’s controversial decision, however, met sharp criticism from Machar’s camp, which later forced Kiir to schedule the convention of SPLM National Liberation Council in mid December 2013.
