September 05, 2015 (Nyamilepedia) – South Sudan’s armed opposition has reiterated its full commitment to the implementation of the IGAD compromise peace agreement and adhering to it’s timeline as outlined in the agreements implementation matrix.

Speaking to media the SPLM-IO chief for Foreign Affairs Amb. Ezekiel Gatkouth said the armed opposition was committed to a peaceful and democratic South Sudan.

Ezekiel said his party was fully committed to the implementation of the peace agreement and it’s chairman and C-in-C Riek Machar has already nominated members to the various ceasefire and security arrangement committee required by the peace agreement to attend security workshops in the Ethiopian Capital Addis Ababa.

“We are committed to this peace, and we have selected 11 senior army officers to attend this workshop in Addis Ababa on the fifth of September to the eighth of September,” Ezekiel GatKouth said.

Ezekiel said the Transitional Government of National Unity will come into place by November were Riek Machar will be sworn in as the First Vice President including other members of the new transitional government.

“We have a pre-transitional period, which is exactly three months,” said Gatkuoth. “By November this year, you will have a functional government of national unity. So the transitional government of national unity will be sworn by November. My leader definitely will assume his responsibility as the First Vice President of South Sudan,” Gatkuoth Added.

Early this week the opposition leader Riek Machar nominated members into diffirent committees that will be responsible for operationalising the ceasefire and security arrangements according to the peace agreement.

In a statement seen by our reporter the the SPLM-IO leader says the members nominated will join the ceasefire and security arrangement workshop due to take place in Addis Ababa this week.

“I, as the chairman and C-in-C of SPLM/A forces have signed into effect the unanimous nomination of four senior commanders for the establishment of unified command and the 8 military officers who will participate in the Permanent ceasefire and transitional security Arrangements(PCTSA) workshop in Ethiopian capital, Addis Ababa in the regards of full implementation of IGAD PLUS compromise peace agreement on resolution of the conflict in the Republic of South Sudan.” Says part of the Statement released by the SPLM-IO leader Dr. Riek Machar.

The committees which include members from the warring parties and other stakeholders are due to undergo intensive security workshop with support from IGAD and international security experts on implementation of the ceasefire and the security arrangements.

Meanwhile Kiir’s government spokesperson Michael Makuei told reporters in Juba that his side has also nominated all 11 members of the ceasefire and security committees to attend the peace implementation workshop in Addis Ababa.

“There were supposed to be three army officers for the ceasefire, and two officers from the police and one from a national security organ. As for the new command, which is the joint military command, each party was requested to send in five, headed by an officer in the status of a deputy chief of general staff. So we nominated six for the ceasefire and the five for joint command.” Michael Makuei told reporters in Juba.

The armed opposition’s leadership is also due to meet early next week to endorse the agreement and rally supporters in the country and abroad to support the peace agreement.

In addition to the ceasefire, the key component of the security arrangements will be the demilitarisation of the capital Juba and formation of Joint police forces, Presidential guards for the different leaders and formation of guards to protect key government and military facilities.

According to the agreement the demilitarisation of the capital should start one month after signing of the peace agreement and operationalisation of the ceasefire and security arrangement institutions which will include, a Joint Ceasefire Monitoring Committee, a Joint security command and the Joint Monitoring and Evaluation Commission which oversees implementation of the peace agreement.

  • If Makuei Liar is committed to peace agreement then why he and Paul Malong allow steam boats, barge and Gunships to attack SPLA-IO In Malakal and along the Nile? Anyway those in Juba are saying this and those in-front are saying that. Please provide their names, i hope they will be only Dinka plus small sell out Equatoria as suggested by JCE that all percentage given to SPLA IG should be divided among Dinka.

They were attempting to regain more territories of strategic location to be better positioned. It turned out fateful and quite miscalculated. I congratulate whoever it is that did the counter attack and defeated the government. My enemy’s enemy is my friend and my friend’s enemy is possibly my enemy. As such the government being an enemy of peace in South Sudan makes for a stranger friend than an enemy.

GatNor, you know I enjoy your comments. The government created this problem so that they will kill the truth. Now the truth has won & the government is cornered with no escape. South sudan is changed for ever thanks to freedom fighters.

Truth never dies Kiir should go revise his holly books if its Bible or Quran he need to.. Thanks. Kiir thought the CPA II was being treated like a Bible but little does he knows that its the legally binding constituitional guideline to be followed in regards to cessation of hostilities, to forming the transitional government. breaking the that constituition at the moment is more dangerous than the real Bible with the ten commanment.
