Jan 26, 2016(Nyamilepedia) —- South Sudan’s former Vice President, the Chairman and Commander in Chief of SPLM/SPLA [in Opposition], Dr. Riek Machar Teny-Dhurgon, concludes a successful two days visit to neighboring Uganda and returns to Addis Ababa, Ethiopia.

Dr. Machar and Salva Kiir are expected to attend the Submit of African Union in Addis Ababa from Jan 28-31, 2016.

Briefing the media at Khalifa Suites in Bugolobi, Kampala, Dr. Machar pledged that his call on the Ugandan President has strengthened bilateral ties between the SPLM in Opposition and Uganda’s ruling party, The National Resistance Movement (NRM).

According to Dr. Machar, the late evening meeting in Masindi District of Western Uganda, reached an understanding on three core issues: revoking of 28 states, withdrawal of Sudanese rebels and lifting of the state of emergency to begin implementation of ARCISS.

During the press conference, he confirmed the two leaders reached an agreement on how to open a new page for the two parties- The SPLM/SPLA-IO and NRM – to work together.

“Th president of the Republic of Uganda and I, have agreed to work to start a new page in relations between the two sisterly Movements of the NRM and the SPLM/A(in Opposition) and between the leaders of these Movements” Said Dr. Riek Machar Teny, the Chairman and C-in-C of SPLM(IO).

In regards to implementation of the Peace Agreement, Machar persuaded Museveni to intervene in resolving the following:

  • The issue of Twenty-Eight(28) States, how it violates the ARCISS and impedes the formation of the Transitional Government of National Unity.
  • Lifting of the state of emergency which restricts the movements of SPLM/SPLA [IO] Advance Team and the citizens of South Sudan.
  • Implementation of the provision of the ARCISS in regards to Sudanese rebels.

In response to normalization of relations between South Sudan and Sudan government, Machar welcomes Salva Kiir’s statements and urges both sides to expedite the normalization of relations through implementations of provisions of ARCISS and 2012 Cooperate agreements between the two countries.

On his mission to Uganda, Machar was accompanied by 15 senior politicians which includes Professor Peter Adwok Nyaba, the SPLM national chairperson of national committee for training and research, Ambassador Ezekeil Lol Gatkuoth the SPLM Chairperson of national committee for foreign affairs, Ms. Angelina Teny the Chairperson of SPLM national committee for Security and Defense, among other cadres.

The delegation to Uganda was also joined by Cde. Mabior Garang de Mabior, the Chairperson of National Committee for Information and Public relations, after battling members of national security service who obstructed his delegation from leaving Juba.

Mending relations between SPLM-IO and NRM is crucial but it is not more important to citizens of South Sudan who want peace and stability to come back to their country. There are already significant ties between South Sudanese and their Ugandan neighbors. An unrestricted Movement of people and flourishing of businesses between South Sudan and Uganda are just few examples of how good their relations are, and have always been.

The issue of 28 states lies not with President Kiir and Ugandan President to scrap it. It is a popular demand from many citizens of South Sudan and they are the people with whom Dr Riek Machar should sit down and talk it over with. If Dr Machar can’t talk them away from it and ended up a minority to them, then he should let it go. It is what democracy is all about. That is to give in for citizen majority’s demand. Such a time for discussions on the matter of 28 states ought to be reserved until the need for revisiting it has knocked on the door.. While that time is being waited upon, formation of a unity government which is a critical priority should get implemented. The SPLM-IO should have already been contented with the first vice presidential post and all the ministries allotted to them. These are good foundations with which to begin before anything else.

Another thing such as the need for withdrawal of Sudanese rebels, if in fact there are any of them in South Sudan should be seen as a trivial matter that could be ended after all South Sudanese citizens have come together for control of their territorial integrities.

tolio,

good for you to accept the fact that the people of this country need peace. But please poor tolio, put in your mind that peace without reforms is not longer needed. We want to see the jenge Council of awirin out of any diecision making of how this country will be governed, we do not mingle themselves into the affairs of the country by introducing 28 states without the knowledge of the other tribes. And yet you continue opening your dirty mouth by calling it a democracy. When were the people of South vote for these 28 tribal states to be established?

A peace loving leader always can not leave any stone unturned when searching for peace. Dr. Machar is searching for a long lasting peace. This is why you see him today in Kampala and tomorrow in Cairo. Do not panic, it is too early hahahahahahahaa. Machar is coming to Juba very soon. And you will feel it for yourself. You start educating your jenge tribe that this country is heading for a demacratic rule. FEDERAL RULE MUST BE REALISED not your land grabbing 28 states. Bro tolio, Things do not look good in your side this is why you do panic.
